Prior to appr`Qving an application for a permit to develop within a special flood hazard area, the <br /> Floodplain Administrator shall be provided with technical data to determine that the following is true: <br /> .i <br /> (1) In flood fringe areas, the cumulative effect of the proposed development,when combined with all <br /> other exjsting and anticipated development, will not increase the water surface elevation on the <br /> 100-year flood more than one foot at any given point. (Development Title Section 9-1605.61a]) <br /> k. All new construction and substantial improvements to existing structures in areas of special flood <br /> hazard shall:�.e anchored to prevent flotation,collapse, or lateral movement of the structure resulting <br /> from hydrodynamic and hydrostatic loads, including the effects of buoyancy. All mobile homes shall <br /> meet the anchoring standards of Section 9-1605.10. <br /> I. Unless otherwise specified, construction within areas of special flood hazards shall comply with the <br /> following standards for materials and methods: <br /> (1) All new construction and substantial improvements shall be constructed with materials and utility <br /> equipment resistant to flood damage. <br /> (2) All new construction and substantial improvements shall be constructed using methods and <br /> practicesithat minimize flood damage. <br /> (3) All new construction and substantial improvements shall be constructed with electrical, heating, <br /> ventilation, plumbing, and air conditioning equipment and other service facilities that are <br /> designed,and/or located so as to prevent water from entering or accumulating within the <br /> components during conditions of flooding. <br /> m. Unless otherwise specified, the following standards of construction relative to elevation and flood <br /> proofing shasl,be complied with in areas subject to flooding. All new construction and substantial <br /> improvements of any structure in areas of special flood hazard shall have the lowest floor, including <br /> basement, elevated to at least one foot above the 100-year flood elevation. Upon completion of the <br /> structure, the elevation of the lowest flood, including the basement, shall be certified by a registered <br /> civil engineer.,6r licensed land surveyor. Such certification shall be provided to the.Floodplain <br /> Administrator.+ (Development Title Section 9-1601.11[a][b]) <br /> n. All new and replacement water supply and sanitary sewage systems shall be designed to minimize <br /> or eliminate infiltration of flood waters into the system and discharge from systems into flood waters. <br /> (DevelopmentTitle Section 9-1605.13[a]) <br /> o. Waste disposal systems shall be located to avoid impairment to them or contamination from them <br /> during flooding. (Development Title Section 9-1605.13[b]) <br /> INFORMATIONAL NOTES: <br /> (1) This property is subject to the requirements of the San Joaquin County Mosquito and Vector <br /> Control District(209-9824675)and the California Health and Safety Code for the prevention of <br /> mosquitoes. Best Management Practices guidelines for storm water devices, ponds, and <br /> wetlands,6re available. <br /> (2) All future✓buiiding permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements(Title 9, <br /> Chapter 971605)and all requirements of the State of California(CCR Title 23)that are in force at <br /> the time of permit issuance.
