2. DEPARTMENT OF PUBLIC WORKS(Staff Contact:, Alex Chetley,468-3023) <br /> z< , <br /> a. An encroachment permit shall be required for all work within the road right-of-way. Driveway <br /> encroachment permits are for flatwork only. All vertical features, including but not limited to fences, <br /> walls, private light standards, rocks, landscaping, and cobbles, are not allowed in the right-of-way. <br /> (Development Title Sections 9-1145.4 and 9-1145.5) <br /> b. The driveway approach shall be improved in accordance with the requirements of San Joaquin <br /> County Standards R-17 prior to issuance of the occupancy permit. (Development Title Section 9- <br /> 1145.5) <br /> -'i <br /> c. The frontage improvements for Larch Road shall be constructed in conformance with the standards <br /> for one-half of:a 60-foot-wide right-of-way Rural Collector Road. (Development Title Section 9- <br /> 1150.2) <br /> d. The site shali,be designed to contain the storm water runoff on the site and to prevent off-site <br /> sediment transport. Drainage facilities shall be provided and meet the requirements of San Joaquin <br /> County Development Standards to prevent the increased runoff release rate of storm water from <br /> discharging onto other properties. Drainage into ditches in the County right-of-way and/or drywell <br /> holes are no.Permitted. Retention basins shall be fenced with a six-foot-high chain-link fence or <br /> equal when the maximum design depth is 18 inches or more. Required retention basin capacity <br /> shall be calculated by a registered civil engineer, licensed contractor,or licensed architect prior to the <br /> release of building permits. (Development Title Section 9-1135) <br /> e. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable <br /> at the time of building permit application. The fee.will be based on the current schedule at the time of <br /> payment. The fee shall be automatically adjusted July 1 of each year by the Engineering <br /> Construction;Cost Index as published by the Engineering News Record. (Resolution R-10D-433) <br /> f. The Regional'-Transportation Impact Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee will be based on the current fee schedule <br /> at the time of�payment. (Resolution R-06-38) <br /> g. A copy of thei�Final Site Plan shall be submitted prior to the release of building permits. The Final <br /> Site Plan shall show the size and location of storm water runoff drainage facilities. Drainage into <br /> ditches in theiCounty right-of-way and/or drywell holes are not permitted. <br /> h. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has <br /> met the requ:rements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upoh'submittal of verification. <br /> i. Obtain coverage under the General Permit for Discharges of Storm Water Associated With <br /> Construction'Activity(Construction General Permit 99-08-DWQ). The applicant shall file a Notice of <br /> Intent with the,State Water Resources Control Board(SWRCB)to state the intent to comply with the <br /> State's"General Permit for Storm Water Discharges Associated With Construction Activity." The <br /> Waste Discharge Identification Number(WDID) issued by SWRCB shall be submitted to Public <br /> Works for file",.The applicant shall submit a Storm Water Pollution Prevention Plan,(SWPPP) to <br /> Public Worksfor review. A SWPPP preparation_guide is available at Public Works._ A copy of the <br /> SWPPP shall;be maintained on the construction site and presented to any County, State, or Federal <br /> employee orQdemand.
