Airport Way, Stockton, CA 95206 <br /> The San Joaquin County Environmental Health Department's (EHD) Local Oversight Program <br /> (LOP) has received and reviewed Groundwater Monitoring/Remediation Report, Fourth Quarter <br /> 2091 (Report), dated January 12, 2012, prepared by your consultant Horizon Environmental Inc. <br /> submitted on your behalf. <br /> The Report contains monitoring and sampling data from five on-site monitoring wells (MWs) and <br /> four on-site vapor wells. Ground water contaminant concentrations are either stable or declining <br /> in all the MWs except for MW-1 which is located on-site in the source area. Soil vapor sample <br /> results from the remedial wells continue to decline. <br /> Ground water contamination in the area of MW-1 needs to be further mitigated. EHD agrees <br /> with Horizon's recommendations to continue soil vapor extraction and insitu air sparging <br /> (SVE/IAS) utilizing granular activated carbon and to enhance/modify the existing corrective <br /> action plan (CAP) by implementing another remedial technology to accelerate the time for <br /> cleanup. The SVE/IAS remediation effectiveness will be reevaluated at the end of the first <br /> quarter of 2012. <br /> Horizon's recommendation is to submit a work plan (WP) to over-bore MW-1 and install a larger <br /> dual phase extraction (DPE) well to enhance soil and ground water remediation in the on-site <br /> source area. Please prepare and submit a WP and an EHD Well Permit Application by March <br /> 30,.2012, to destroy MW-1 and install the DPE well. <br /> Monitoring and sampling of groundwater and soil vapor must continue during and after the <br /> remedial action. Corrective action must continue until the EHD determines that no further action <br /> is required. <br /> According to the current property owner, Mr. Abdelwahed, he is considering expanding the <br /> existing building and installing new USTs. An indoor vapor intrusion evaluation has not been <br /> conducted for this site and this should be completed before any buildings are constructed. <br />
