Mr. Abdelwahed <br /> apparently is not able to make improvements to this property until the petroleum <br /> contamination resulting from an unauthorized release from the former underground <br /> storage tanks that were operated at the site is remediated. EHD has reviewed our file for <br /> the above referenced site and has the following comments. <br /> In a letter dated August 4, 2006' EHD approved installation of air;sparge well # 2 (SW2) <br /> with the condition that it be installed by October.2, 2006: To date, EHD has not received <br /> a well,permit application and $89.00 permit fee nor has installation of SW2 been <br /> scheduled. In a telephone with Horizon Environmental Inc. (Horizon) on November 8, <br /> 2006, EHD was informed that SW2 was not being installed because the Horizon engineer <br /> hasn't finalized the system design: Tlie California Code of Regulations, Title 23, <br /> Division 3, Chapter 16, Section 2652(d) requires the responsible parties to submit <br /> quarterly reports on'sites until the site investigation and cleanup are complete. One of the <br /> items to be included in the quarterly report is a schedule for implementing proposed <br /> cleanup actions. Since a schedule has not been provided in your quarterly report, EHD <br /> directs that a time schedule for installation of SW2, submittal of the final system design, <br /> installation of the system and putting the system into operation be submitted to EHD by <br /> December 20, 2006 .5 f.E <br /> EHD also directs you to take all actions necessary to obtain any additional utilities <br /> required to operate the thermal catalytic oxidizer, to obtain an Authority to Construct <br /> permit from the San Joaquin Valley Air Pollution Control District, and to obtain any City <br /> t <br />
