SACRAMENTO
rft r E
December 7, 1989DEC 12 1989
ENVIRONMENTAL HEALTfI
PERMIT/SERVICES
Mr. Thomas D. Peltier
Engineering Geologist
Regional Water Quality Control Board
Central Valley Region
3443 Routier Road, Suite A
Sacramento, California 95827
Reference: Work Plan Date Extension for 2400 Airport Way, Stockton,
California; Versar Job No. 6147.324
Dear Mr. Peltier:
The purpose of this letter is confirm our conversation of December 5,
1989, regarding the submission date of a work plan for additional
investigation of hydrocarbon contamination at 2400 Airport Way, in
Stockton, California.
Versar submitted a letter report concerning the installation of a
ground water monitoring well and ground water sampling at the site on
September 21, 1989. In your response letter dated November 8, 1989, you
informed Mr. Williams that while the level of contamination reported (32
parts per billion) did not appear to pose a serious concern, an
additional investigation would be necessary to verify that ground water
beneath the site has not been significantly impacted. Specifically, the
investigation should be designed to determine the extent of
contamination and the hydraulic gradient at the site. Your letter
requested that a work plan for the additional investigation be submitted
by December 8, 1989.
Mr. Williams has asked Versar to request on his behalf an extension
of the work plan submittal date for 90 days. As I explained, Mr.
Williams is planning to develop the site as a service station-food mart
with the assistance of a Small Business Administration/bank loan which
is currently under review. Until loan approval is obtained, Mr.
Williams is unable to begin construction, which would include the
additional investigation requested. Both Mr. Williams and Versar concur
that the installation of additional well (s) can only be accomplished
after the station is completed since the exact locations of buildings,
tanks, lines, equipment, and utilities which would influence well (s)
placement would be unknown. Furthermore, ground water monitoring wells
installed prior to construction would be subject to accidental damage or
destruction during site development.
5330 PRIMROSE DRIVE •SUITE 228• FAIR OAKS,CALIFORNIA 95628
TELEPHONE:(916)962-1612•FAX:(916)962-2678
