February 13, 2002
_ Project 62400145 'x
Mr. Sam Savig
San Joaquin.County
Environmental Health Department
304 East Weber Avenue,' Third Floor
Stockton, California 65202
_ - e
' Dear Mr. Savig:
Subject: Well Permit Application
The Earthgrains Company Facility
2651 South Airport Way' J
Stockton, California
As you are aware„Philip Services Corporation (PSC) has been.performing (since , r
_ 'April 2001) air sparging and soil venting at the subject facility to address
petroleum hydrocarbon impact from a former underground storage tank. We have
also been performing quarterly monitoring to evaluate evolving groundwater
conditions.
W
Our latest round of groundwater analytical results, of samples collected in January
2002, indicate that petroleum hydrocarbon concentrations are not decreasing at .
the rate we had hoped to observe (see attached tables): It is PSC's opinion that air
sparging in the current well (SP -1) is not having the desired effect. Therefore,
PSC is proposing to install one new air sparging well (SP -A) within the area of
highest impact, just west of well MW -1 as shown in the attached figure.,
Well Construction
As illustrated in the attached Air Sparge Well Construction diagram, SP -A will be
auger drilled to a depth of about 73 feet below ground surface. Approximately 70
feet of 1/4 -inch diameter PVC sparge casing will be installed through the augers. A _
•2 -feet long, 2.5 -inch diameter, ceramic air diffuser will be threaded onto the
bottom of the casing.
Annular space will be filled with a porous sand pack to a depth of about 2 feet
above the air diffuser:” About 3 feet of -bentonite chips will be placed above the
sand pack and the remaining annular space will be tremie-filled with cement...
grout.
PHILIP ENVIRONMENTAL SERVICES CORPORATION E
210 West Sand Bank Road * P.O.
