4.2 System Operation and Monitoring Procedure
4.2.1 Description of Start-up and Operation
' The system will be operated continuously during the first two quarters of
operation It is expected that hydrocarbon concentrations will have decreased
significantly by that point and the operation schedule will be reevaluated at
' that time The venting blower will be controlled by a high level float switch
in the vapor/liquid separator If condensate accumulates in the separator to
the level of the high level float switch, the venting blower will be shut down
until the separator is manually drained and the system is re-started Venting
blower shutdown will activate a visible alarm
The soil venting system will be started-up prior to the sparging system
Vapor monitoring will be conducted during startup to monitor recovered
vapor concentrations A dilution air valve will be opened or closed to adjust
' the flow of vapor from the vent well Spargmg will be initiated after venting
flow and vapor concentrations have begun to stabilize
' 42.2 General System Monitoring/Maintenance
General system monitoring will consist of recording venting and sparging
flow rates, pressures at the blowers, and well pressures at several monitoring
points
' System maintenance will include visually inspecting piping connections and
mechanical equipment, lubricating equipment according to manufacturer's
recommendations, and periodically testing the control functions Site visits
will be conducted weekly for the first month, biweekly for the second month,
and monthly thereafter Facility personnel will be instructed to check for
visual blower alarm
' 4.2.3 Vapor Sampling and Analysis
Vapor samples will be collected and analyzed to monitor site remediation and
monitor air emissions Vapor samples will be collected monthly during
system operation Sample analytical results will be retained on site for
potential inspection by the San Joaquin County Air Pollution Control Board
Remedial Action Work Plan
Prepared for THE EARTHGRAINS COMPANY Prepared by Philip services Corp
H 1EN A624001451RAP61300 doc 13 8/31/00
