I <br />CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br />CENTRAL VALLEY REGION <br />MONITORING AND REPORTING PROGRAM NO. R5-2002-0703 <br />FOR <br />BP CHEMICALS INC. <br />APPLIED AEROSPACE STRUCTURES CORPORATION SITE <br />SAN JOAQUIN COUNTY <br />The site is located at 3437 Airport Way in Stockton. Originally developed in 1968 for aerospace <br />manufacturing and testing applications, the site underwent several ownership changes until 1988, <br />when the Applied Aerospace Structures Corporation was acquired by BP Chemicals, Inc. <br />(Discharger). Raw materials used at the facility included adhesive resins, organic solvents, acids <br />and paints. Soil and groundwater, which is about 40 feet deep, is polluted with volatile organic <br />compounds. This pollution impaired the beneficial use of this water resource. The Discharger <br />implemented corrective action measures, including soil vapor extraction from March 1999 to <br />December 2000, and a groundwater extraction and treatment system (GWETS). The GWETS <br />continues to operate to achieve gradient control and to remove pollutants from the groundwater. <br />The extracted groundwater is treated by carbon filters and discharged under permit to the City of <br />Stockton sanitary sewer system. <br />This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br />California Water Code and is necessary to delineate groundwater pollutant plumes and determine <br />whether remediation efforts are effective. Existing data and information about the site show the <br />presence of various chemicals, including trichloroethylene (TCE) and 1,1-dichloroethylene <br />(1,1-DCE), emanating from the property under the control of the Discharger. The Discharger <br />shall not implement any changes to this MRP unless and until a revised MRP is issued by the <br />Executive Officer. <br />Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br />abandonment of any groundwater monitoring or extraction wells, the Discharger shall submit <br />plans and specifications to the Board for review and approval. Once installed, all new wells shall <br />be added to the monitoring program and shall be sampled and analyzed according to the schedule <br />below. <br />GROUNDWATER MONITORING <br />As shown on Figure 1, there are 14 monitoring wells (MW -1 through MW -14) and six <br />groundwater extraction wells (GW -1 through GW -6). The groundwater monitoring program for <br />the 14 monitoring wells and any wells installed subsequent to the issuance of this MRP, shall <br />follow the schedule below. The volume of extracted groundwater also shall be provided in semi- <br />annual monitoring reports. Sample collection and analysis shall follow standard EPA protocol. <br />
