George Spanas
Page
Since Spanos jet Center pumped and ordered fuel which was stared in underground storage
tanks, the definition is satisfied for the identification as a responsible party. I h ave tried on
numerous occasions to communicate with Mr. Barbour the simplefacts, never the less he
has opted to respond to me in an extremely antagonist and discourteous -rnannor whiff has
caused me considerable distress. I myself strive always to demonstrate the highest standards'
of personal integrity and to politely communicate Environmental Health's position.
However, every communication between Mr. Barbour and this office, regarding this
situation, has not been productive and often times' results in rudeness and personal affronts.
Your facilitation of more productive communication will be most appreciated.
As I discussed during our phone conversation, Environmental Health organized a meeting
with identified responsible parties in April 1995 and at such time indicated that a work plan
should be submitted by June 8, 1995. It was realized that with all the communication
difficulties that likely this due date would not be met. For your information, I will be
preparing correspondence to responsible parties to notify that the site investigation work
plan should be submitted by October 2, 1995. Should a work plan not be submitted by this
date formal enforcement action'would be initiated.
Again, I stress the importance of working cooperatively and with courtesy. I am thankful
to have had the opportunity lty to
discuss the current situation with you and loop forward to
starting over with better communication between myself and Spanos .let: Center. If-I can
provide further information or can assist you in any way, please do not hesitate to contact
me at (209) 468-0337.
Donna -leran, REHS, Director
En ironmental Health Division
 e
Mary mays, Senior REHS Diane M.
