Legislative findings and declarations states that: <br /> (3) In ' several known cases, underground storage has resulted in <br /> undetected and uncontrolled releases of hazardous substances into the <br /> ground. Additional legislative findings and deularatians. <br /> The Legislature finds and declares all of the following: <br /> {e} Subchapter IX (commencing with Section 6991) of Chapter 82 of Title <br /> 42 of the United Mates Cade provides'for regulations of underground <br /> storage tanks and allows underground storage tanks to be regulated <br /> pursuant to a state program, in lieu of a federal program, in states which <br /> are authorize d to implement theme visions. <br /> It is in the interest of thepecapl c►f the state, in order to avoid <br /> regulation by the federal government of persons :already su <br /> regulation under state law pursuant to this chapter, to authorize the state <br /> to implement the provisions of Subchapter IX commencing with Section <br /> ) of Chapter 82 of Title 42 of the United Mates Cade, including any acts <br /> amending or supplementing Subchapter IX and any federal regulations and <br /> guidelines adopted pursuant to Subchapter IX <br /> $ 25281.
