Ms. Lori Duncan, R.E.H.S.
April 1, 2011
To comply with regulatory requirements, Ramage Environmental will obtain a boring permit
from SJCEHD, In addition, SJCEHD requires that a Master File Record form be completed
and submitted with the appropriate fees, At least 48 hours prior to field work, Ramage
Envirownental will notify EH D so any required inspections can be scheduled, and
Underground Service Alert(USA) so that their members can mark any underground utilities
in the work areas. To further clear the proposed sample locations for underground utilities,
Ramage Environmental will contract with a private utility locator.
To collect the soil vapor samples at the proposed locations, the driller will advance shallow
borings to approximately five feet below grade using a direct-push sampling system. A
retractable vapor sampling tip connected to 1/g-inch diarneter'feflon*tubing will be threaded
through the center section of the drill rods. When the sampling probe reaches the specified
sampling depth, the driller will retract an outer sleeve and expose a 3-inch screen section for
soil vapor extraction. At least 20 minutes after probe installation, following subsurface
equilibrium, the driller will collect the soil vapor samples, To minimize ambient air
intrusion, the driller will place hydrated bentonite around each of the soil vapor probes at the
surface.
The driller will collect the soil vapor samples through the tubing and into stumna canisters
and sorbent tubes. The driller will properly decontaminate the soil vapor sampling
equipment and use dedicated and disposable tubing for each soil vapor probe boring. To
confirm that the sample train and probe were tight and free of any leaks, 1,1-difluoroethane
,1-1 F ) gas will be used. Soil vapor samples will not be collected within 48 hours of a
significant rainfall event of more than 0.5 inches.
Ramage Environmental will properly package, and transport the soil vapor samples with
chain-of-custody documentation to state of California-certified hazardous waste testing
laboratory for analysis. The laboratory will analyze the soil vapor samples on a standard turn
around time for Total Petroleum Hydrocarbons(TPH)-as gasoline by EPA Method TO-3,
TPH-as-diesel and TPH-as-jet fuel by EPA Method TO-17, and for benzene, toluene,
ethylbenzene, and xylenes (BTF`X),methyl tertiary butyl ether(MTBE), di-isopropyl ether
(DIPE), ethyl tertiary butyl ether(ETBE), tertiary amyl methyl ether(TAME), tertiary
butanol (TBA), 1,2-dichloroethane (1,2-DCA), and 1,1-DFA by EPA Method TO-1 .
Task 3. Human Health Risk Assessment
'ro evaluate, potential risks to human health related to petroleum hydrocarbons remaining
beneath the site, Ramage Environmental proposes to complete a human health risk
assessment (HHRA)using theRISC4, -Risk Integrat ed,56ftwarefior Clean-ups(1 ISC4)
software program developed by BP Oil International.
