� u <br />02/15195 <br />The District currently has three (3) UST's at the Lodi yard, four (4) UST's at the <br />Stockton yard, and one (1) above -ground, vault -type, storage tank at Escalon <br />Airstrip. Current operational needs require only two (2) tanks at Lodi and two (2) <br />tanks at Stockton; no tanks are needed at Escalon. It would be feasible to <br />eliminate 2 UST's from both the Lodi and Stockton yards and transfer the above <br />ground tank from Escalon to Lodi. The rationale for this proposal is as follows: <br />Currently at Lodi there is one (1) 7500 gallon and one (1) 6000 UST used for <br />insecticide oil storage and one (1) 1000 gallon UST for gasoline. The <br />current and anticipated future storage requirement for oil is X7500 gallons, <br />and =1000 gallons for gasoline. The present site of contamination is in the <br />area of the 1000 and 6000 gallon UST's; any remediation will have to <br />coordinate with these tanks. By removing the 1000 and 6000 UST's we can <br />realize easier and less -costly methods of remediation and site closure. By <br />moving the 1000 gallon above ground tank from Escalon to Lodi we can <br />restore our storage capacity to operational need. <br />Currently at Stockton there are two (2) 8000 gallon UST's used for <br />insecticide oil storage, one (1) 8000 gallon UST used for aviation gas <br />storage, and one (1) 6000 gallon UST used for gasoline storage. The <br />current and anticipated future storage requirement for oil is X7500 gallons, <br />and =6000 gallons for gasoline. The present site of contamination is in the <br />area of the two (2) 8000 gallon oil tanks. By transferring the use of the <br />aviation gas tank from gas storage to oil storage and removing the 2 oil <br />tanks, we will realize the same benefits described above. <br />• Additional benefits include: less oversight and monitoring costs for UST <br />laws, reduced insurance and trust account requirements, and reduced <br />liability from potential leaking UST's. <br />I discussed this concept with EHD at our January 1995 meeting. They feel the <br />plan can help reduce our remediation costs and future liability at both sites. <br />This is referenced in their letter on page 3. <br />Please consider this information for further review and action at the Board of <br />Trustees meeting.
