Work Plan for Groundwater Monitoring Well Installation at the California Army National Guard <br />Stockton Field Maintenance Shop, Stockton, California <br />6.0 QUALITY CONTROL PLAN (QCP) <br />6.1 NATURE AND PURPOSE OF PLAN <br />This QCP outlines the procedures that will be employed to implement groundwater monitoring <br />well installation, groundwater monitoring, and project reporting for the site. We will utilize a <br />3 -Phase Quality Control (QC) System (preparatory, initial, and follow-up) during all phases of <br />project implementation. The 3 -Phase QC System is designed to ensure that quality standards <br />are established and met through proper planning. This QCP identifies contractor personnel and <br />their responsibilities, defines the QC organization, describes the procedures for planning and <br />implementing quality controls, and other information required to ensure a high quality and <br />successful project. To ensure quality, we will observe the following principles: <br />• Apply the 3 -Phase QC System to track adherence to the design requirements. <br />• Perform all work in an environmentally acceptable manner, conforming to all <br />applicable federal, state and local regulations. <br />• Maintain supervisory controls and written instruction governing quality -control <br />procedures and practices and clearly define responsibility and authority for <br />compliance. <br />• Conform to all contractual requirements, specifications, applicable military standards, <br />and the OTIE QCP. <br />• Notify OTIE project management and the CA ARNG Remedial Project Manager <br />(RPM) of quality discrepancies requiring immediate correction and ensure that • <br />corrective action is implemented properly. <br />6.2 PROJECT ORGANIZATION <br />The current project team for the CA AIRING is as follows: <br />CA AIRING RPM <br />Chris Markowski <br />(916) 369-4327 <br />USACE Point of Contact (POC) <br />Karen Wagner <br />(916) 557-7671 <br />CA ARNG FMS POC <br />SFC Mike Lincoln <br />(209) 470-8869 <br />Secondary CA ARNG FMS POC <br />Curtis Lance <br />(209) 983-5350 <br />As the primary contractor, OTIE will perform all project management and oversight for site <br />investigation activities.
