0 <br />Work Plan for Groundwater Investigation and <br />Groundwater Monitoring Well Installation <br />Field Maintenance Shop #24, Stockton, California <br />1.0 INTRODUCTION <br />Oneida Total Integrated Enterprises (OTIE) is submitting this Work Plan to the Central Valley <br />Regional Water Quality Control Board (CVRWQCB) on behalf of the California Army National <br />Guard (CA ARNG), under Contract W912PL-11-D-0060, Task Order 0003, with the United <br />States Army Corps of Engineers (USACE) Los Angeles District. It addresses the implementation <br />of a membrane interface probe (MIP) groundwater investigation, groundwater monitoring well <br />installation, and groundwater sampling in association with strategy development for evaluating <br />the feasibility of in-situ chemical oxidation (ISCO) to remediate impacts from former <br />underground storage tanks (USTs) at the CA ARNG Field Maintenance Shop (FMS) #24 in <br />Stockton, California (hereinafter referred to as the site). <br />This Work Plan is presented as follows: <br />• The remainder of Section 1 presents project objectives and scope, and provides details <br />regarding site location, description and history, setting and geology, regional and site <br />hydrogeology, and the conceptual site model (CSM); <br />• Section 2 presents a summary of previous environmental investigations at the site; <br />• Section 3 describes the proposed field activities intended to meet the stated project <br />objectives and fulfill the scope of work; <br />• Section 4 provides details regarding project report deliverables; <br />• Section 5 addresses a preliminary proposed project schedule; and <br />• Section 6 lists references cited in the preparation of this Work Plan. <br />Figures referenced in the text are presented as Appendix A. All activities addressed in the Work <br />Plan will be performed in accordance with an Accident Prevention Plan (APP)/Site Safety and <br />Health Plan (SSHP), submitted under separate cover, and the Quality Assurance Project Plan <br />(QAPP) presented in Appendix B. The APP/SSHP and QAPP will be reviewed and approved by <br />the USACE and CA ARNG before any field activities are implemented. <br />1.1 PROJECT OBJECTIVES AND SCOPE <br />The objectives of this project are to: <br />• Utilizing MIP technology, conduct additional horizontal and vertical delineation of the <br />extent of impacts to soil and groundwater from contaminants released from the former <br />USTs at the site; <br />• Based upon MIP study results, identify appropriate locations for groundwater monitoring <br />well installation to optimize groundwater monitoring within the presumed source area of <br />impacts from the former USTs; <br />• Provide additional evaluation of upgradient and/or cross -gradient groundwater <br />conditions; <br />• Perform additional groundwater chemical analyses in support of evaluating the suitability <br />of ISCO as a potential remedial alternative for groundwater impacts at the site; and <br />OTIE <br />
