Airport Way, Stockton, California 95206 <br /> Dear Ms. McCartney: <br /> Environmental Cost Management (ECM) has prepared this Soil Excavation Summary Report <br /> and hereby submits it to the San Joaquin County Environmental Health Department (SJCEHD) <br /> on behalf of the California Army National Guard (CA ARNG). This Soil Excavation Summary <br /> Report was prepared pursuant to the identified release rom a fuel tanker at the Stockton <br /> Combined Support Maintenance Shop (CSMS). ECM6ompleted the soil removal action <br /> ' between June 25 and 30, 2014. This report summarizes the soil excavation activities, <br /> presents a summary of the soil analytical results, and provides recommendations based on <br /> ' the results. <br /> 1.0 BACKGROUND <br /> The site is located at 8020 S. Airport Way, Stockton, California 95206 as shown in Figure 1. <br /> ' The site is one of four state-owned divisional areas operated by CA ARNG. The designation <br /> and location of these divisional areas are shown in Figure 2. <br /> During May, 2014, CA ARNG CSMS identified a release from a fuel tanker. The vehicle was <br /> staged behind the CSMS building on a non-paved surface towards the southwest portion of the <br /> site. As a result of the leak, the liquid accumulated on the ground surface and overtime was <br /> ' leached downward into the soil. CA ARNG CSMS identified the liquid as jet fuel (JP-8) and <br /> estimated no more than 40 gallons were released. <br /> During May, 2014, CA ARNG CSMS conducted an initial response and removed approximately <br /> 2 bank cubic yards (9-DOT 55 gallon drums) of soil from the impacted area. Soil manifests for f u <br /> transportation and disposal of the initial removal are included in Attachment B. Subsequent to <br /> the initial removal action, CA ARNG CSMS requested ECM to remove the remaining impacted <br /> ' soil, collect confirmation samples, and backfill the excavation area with clean fill. <br /> 1 <br /> 1 <br />
