Soil Excavation Summary Report, August 28,2014 Combined Support Maintenance Shop, 2 California Army National Guard 2.0 SUMMARY OF SITE PREPERATION AND SOIL EXCAVATION ACTIVITIES ' ECM completed the following tasks during completion of site preparation and soil excavation activities: . Prepared Health and Safety Plan (HASP). . Coordinated facility access with CA ARNG Project Manager. • Notified the San Joaquin County Environmental Health Department (SJCEHD) inspector of ' start date and time of field work. Conducted soil excavation activities (provided subcontractor oversight and collected field screening and soil confirmation samples),. ' Procured and delivered soil backfill material to restore excavated area to grade. ' . Containerized impacted soil in drums and bins provided by CA ARNG CSMS. Collected samples for disposal analysis and forwarded the results to the CA ARNG for waste characterization and disposal. ' 2.1 Health and Safety Plan In accordance to 29 CFR 1910.120, 29 CFR 1926.65, a site-specific HASP was prepared in support of soil excavation activities. Compliance of the HASP was required for all site ' personnel. Site-specific health and safety procedures were presented in daily safety tailgate meetings. ' 2.2 Site Access All ECM and subcontractors coordinated facility access with Captain Ryan Kinney, the CA ARNG CSMS Point of Contact. Captain Kinney was notified 48-hours in advanced to coordinate site access. 2.3 Regulatory Notification ' ECM notified the SJCEHD prior to the start of soil excavation activities on June 25, 2014. Ms. Victoria McCartney, a Senior Registered Environmental Health Specialist with SJCEHD, was ' the inspector onsite. During inspection on June 25, 2014 and June 30, 2014, SJCEHD observed soil excavation activities, the collection of soil headspace and PID field screening, and the collection of soil confirmation samples (based on the headspace readings). No areas of ' concern were noted by SJCEHD during the inspection. CA ARNG forwarded the soil confirmation results to Ms. McCartney on Friday June 27, 2014 for review. Ms. McCartney and ECM reviewed the results via teleconference on Monday June 30, 2014. As requested by Ms. McCartney, ECM provided additional detail regarding US EPA Method 8270 Selective Ion Monitoring (SIM) for Polycyclic Aromatic Hydrocarbons (PAHs).
