Soil Excavation Summary Report, August 28,2014 <br /> Combined Support Maintenance Shop, 2 <br /> California Army National Guard <br /> 2.0 SUMMARY OF SITE PREPERATION AND SOIL EXCAVATION ACTIVITIES <br /> ' ECM completed the following tasks during completion of site preparation and soil excavation <br /> activities: <br /> . Prepared Health and Safety Plan (HASP). <br /> . Coordinated facility access with CA ARNG Project Manager. <br /> • Notified the San Joaquin County Environmental Health Department (SJCEHD) inspector of <br /> ' start date and time of field work. <br /> Conducted soil excavation activities (provided subcontractor oversight and collected field <br /> screening and soil confirmation samples),. <br /> ' Procured and delivered soil backfill material to restore excavated area to grade. <br /> ' . Containerized impacted soil in drums and bins provided by CA ARNG CSMS. <br /> Collected samples for disposal analysis and forwarded the results to the CA ARNG for <br /> waste characterization and disposal. <br /> ' 2.1 Health and Safety Plan <br /> In accordance to 29 CFR 1910.120, 29 CFR 1926.65, a site-specific HASP was prepared in <br /> support of soil excavation activities. Compliance of the HASP was required for all site <br /> ' personnel. Site-specific health and safety procedures were presented in daily safety tailgate <br /> meetings. <br /> ' 2.2 Site Access <br /> All ECM and subcontractors coordinated facility access with Captain Ryan Kinney, the CA <br /> ARNG CSMS Point of Contact. Captain Kinney was notified 48-hours in advanced to <br /> coordinate site access. <br /> 2.3 Regulatory Notification <br /> ' ECM notified the SJCEHD prior to the start of soil excavation activities on June 25, 2014. Ms. <br /> Victoria McCartney, a Senior Registered Environmental Health Specialist with SJCEHD, was <br /> ' the inspector onsite. During inspection on June 25, 2014 and June 30, 2014, SJCEHD <br /> observed soil excavation activities, the collection of soil headspace and PID field screening, and <br /> the collection of soil confirmation samples (based on the headspace readings). No areas of <br /> ' concern were noted by SJCEHD during the inspection. <br /> CA ARNG forwarded the soil confirmation results to Ms. McCartney on Friday June 27, 2014 for <br /> review. Ms. McCartney and ECM reviewed the results via teleconference on Monday June 30, <br /> 2014. As requested by Ms. McCartney, ECM provided additional detail regarding US EPA <br /> Method 8270 Selective Ion Monitoring (SIM) for Polycyclic Aromatic Hydrocarbons (PAHs). <br />
