I <br /> CALIFORNIA ARMY N TIIONAL GUARD (CAARNG) <br /> FUEL SPILL CLEAN-UP <br /> Emergency State Contract <br /> Stockton, CA <br /> On 17 April 2014, a fuel tanker truck carrying JP-8 fuel arrived at the Stockton Combined <br /> Support Maintenance Shop(CSMS) facility at 8020 S. Airport Way in Stockton, CA. The truck <br /> parked in the motorpool lot behind the CSMS After some time had passed, a maintenance <br /> worker noticed fuel was leaking from the truck, and that fuel had pooled under the truck, and <br /> spread over the gravelly/rocky soil. The maintenance staff worked to stop the leak, and then <br /> moved the truck from the spill area. It was estimated that approximately 25 gallons of fuel had <br /> leaked from the truck onto the soil below. CS 4S, staff obtained some empty 55-gallon drums and <br /> began shoveling the contaminated soil into the drums. In the meantime,the CSMS facility <br /> environmental coordinator called the CAARNG Headquarters Environmental Programs Office <br /> and the County Environmental Health Departnt(EHD)to report the spill. <br /> I <br /> An EHD inspector arrived onsite during the s ill clean-up process and observed the clean-up <br /> activities. Fuel spread over an area approximately 9 feet by 10 feet.Nine drums were filled up to <br /> three-quarters full with wet(fuel-contaminated) soil. The drums were labeled as hazardous <br /> waste, and scheduled for pick-up and disposal by the CAARNG's hazardous waste disposal <br /> contractor. The EHD inspector stated that the acility should contact a licensed hazardous waste <br /> contractor to complete the spill clean-up (remove any remaining impacted soil). The inspector <br /> also indicated that he would like to re-inspect he site during the clean-up to determine if the <br /> work was satisfactory, and provided an EHD Notice to Abate form (attached)prior to leaving. <br /> CAARNG will request/execute an emergency(expedited) state contract to clean-up the fuel spill. <br /> Inspection fees will be incurred when the Cou ity inspector visits the site, until the fuel spill area <br /> clean-up work is completed. Contractor ECM Environmental Cost Management)has been <br /> selected to perform the clean-up work because this contractor is currently operating at Stockton <br /> Field Maintenance Site (FMS), adjacent to the GSMS,where the fuel spill occurred. The site <br /> work should be completed as soon as possible but no later than 17 June 2014. The work should <br /> be completed in 1-2 days. ECM provided a cot estimate based on the following Scope of Work. <br /> SCOPE OF WORK <br /> The contractor will: <br /> 1. Provide licensed hazmat workers to excavate JP-8 contaminated soil from the 9 foot by 10 <br /> foot spill area. See attached Photo#1 Spill Area, which shows the approximate size of the spill <br /> area. Contaminated soil will be excavated using mechanized equipment and/or shovels and <br /> loaded into 55-gallon drums provided by the CSMS at the site. <br /> 2. Excavate soil to a depth of 2 feet, or as deel as needed. Soil below the top 6 inches is hard and <br /> rocky, and may require a digging tool to break it up. Discolored(dark) soil (Photo#2), exposed <br /> to the fuel,will be excavated from the spill arc a. Most of the fuel-contaminated soil has already <br /> been excavated. Less than 2 cubic yards of flat 1:'impacted soil is estimated to remain in-ground. <br />
