3. Provide a cost estimate (per sample) for co 1 cting and analyzing 2 soil samples from below
the area with contaminated soil. Send the sa pes to a California-certified laboratory for quick
turnaround analysis. Analyses should include "PH-diesel (EPA 8015) and SVOC (EPA 8270).
4. Ensure the EHD inspector is notified of the start time and date of the clean-up work, and
invited to observe the work. If possible, excavate contaminated soil to the extent considered
satisfactory by the inspector(see County EHD Inspection Report 17 April 2014). Contaminated
soil will be placed in 55-gallon drums available onsite. Waste-filled drums will be scheduled by
the CSMS for pickup and disposal by the CA RNG hazardous waste disposal contractor.
5. Stage the drums in the area designated by the CSMS shop supervisor(Ryan Kinney) or his
onsite representative, after all soil excavation is complete, and soil-filled drums are sealed.
Pending sample analyses, temporarily place barriers, drums or cones around the excavated area.
6. Fill-in the excavated area with clean fill material and smooth out the area, after the soil sample
results confine there is no fuel residue. Up to 21 cubic yards of backfill material may be required
to fill in the excavated area(see the attached Photo#1 Spill Area and Photo#3 Rocky Soil).
7. Prepare a brief report(electronic draft and 2 hard copy final reports) summarizing the clean-up
activities and showing analytical data for soil samples,to serve as a record of fuel spill clean-up
completion. The final report will be submitted to the County EHD to receive a case closure letter.
