CONESTOGA-ROVERS <br /> &ASSOCIATES <br /> July 21, 2010 Reference No. 070001 <br /> -2- <br /> PREVIOUS INVESTIGATION <br /> 2010 Phase 1 Site Assessment Study <br /> In June 2008, CRA submitted the Phase I Environmental Site Assessment to UPRR. CRA's <br /> investigation identified several Recognized Environmental Conditions (RECs) at the site, <br /> including the Cal Suprema Cheese facility and ponds,the Sharpe Army Depot,Western Stone <br /> Products, and the Con-Fab Corporation. The assessment also concluded that salts and total <br /> dissolved solids (TDS) from wastewater pond soil may be a possible concern for the site. <br /> AREAS OF CONCERN <br /> The areas of concern at the site are the five abandoned wastewater ponds located onsite. <br /> Potential constituents of concerns (COCs) are nitrate, sodium, chloride,and total dissolved <br /> solids (TDS). <br /> PROPOSED SCOPE OF WORK <br /> To assess the presence of TDS, nitrate, sodium,and chloride in soil in the abandoned <br /> wastewater ponds,CRA proposes to drill three soil borings to approximately 8 feet below grade <br /> (fbg) at the bottom of three wastewater ponds (SB-1 through SB-3). This data will be compared <br /> to background soil conditions by drilling soil boring(SB-4) to 16 fbg in a suitable background <br /> location (possibly west of the wastewater ponds). Locations of the proposed borings are <br /> presented in Figure 2. To achieve this scope of work,CRA proposes to perform the following <br /> sub tasks. <br /> Permits <br /> CRA will obtain a soil boring permit from the San Joaquin County Environmental Health <br /> Department(SJCEHD) prior to beginning any field operations. SJCEHD will be notified a <br /> minimum of 48 hours prior to field work commencement. <br /> Site Health and Safety Plan <br /> CRA will prepare a site safety plan to protect site workers. The plan will be kept onsite at all <br /> times and reviewed and signed by all site workers and visitors each day. <br /> Underground Utility Location <br /> CRA will visit the site and mark the locations of proposed borings. CRA will then contact <br /> Underground Service Alert(USA) a minimum of 48 hours prior to drilling to mark and identify <br /> locations of utilities on the property. <br /> Worldwide Engineering, Environmental,Construction, and IT Services <br />
