PG&E is proposing to abandon the wells by pressure grouting with
neat cement to the surface. A wellhead pressure of 25 psi will be applied and maintained
for 5 minutes to assure proper sealing. The top three feet of soil will be removed during
the excavation of the well box.
My understanding is that the permit to abandon the wells through San Joaquin County will
cost $375, which we will pay by credit card. Based on soil confirmation sampling
conducted after a remedial removal action, the site has very low concentrations of TPH
below RWQCB action levels. In July 2008, RWQCB concluded that the site does not
present a risk to either human health or the environment and issued a conditional No
Further Action (NFA) for the site. A final NFA determination by RWQCB will be granted
after the onsite monitoring wells have been properly abandoned. To support the SJC
permit application to abandon the monitoring wells please find attached the following:
1. Signed permit application and Master File Record.
2. RWQCB NFA Letter, July 2008.
3. Letter to the RWQCB with an estimate of contaminants remaining in soil and
groundwater, April 2008.
4. Request for NFA, August 2004, with analytical data and site figures.
5. Well construction details
Please feel free to contact me if any additional information is needed.
Thank you!
6r– 4-vJ)reSSare csrom--
Michael Schulman
Senior Scientist P2 I
Parsons M LJ l
2121 North California Blvd, Suite 500 /YttA).X
Walnut Creek, CA 94596
Office: (925) 941-3735
Fax: (925) 979-9781
michael.schulman@parsons.com 01Jt( ba rc
pZ3 — Sec Sc, [ olwr ]•. i w
p,hls<<on o EttO+C
9/16/2008
