3.27.6 Specific Mitigative Procedures <br />3.27.6.1 Working from floating platforms, barges, skiffs, or scows <br />• Fall protection requirements and other required PPE. <br />• Conformances to all other appropriate OSHA, US Coast Guard, client, and/or other <br />applicable safety requirements. <br />• Personnel, equipment, and materials shall not exceed load rating capacity or <br />cause risk of capsize. <br />• A Controlled Access Zone or perimeter guarding shall be in place when railing <br />systems are not employed. <br />• PFDs shall be employed as described in Section 3.27.5 whenever railing or other <br />fall protection devices are not employed. <br />3.27.6.2 Operation of Small Watercraft (Powered and Unpowered) <br />• All personnel operating small watercraft, regardless of power method, must wear <br />a USCG -approved PFD while in water. <br />• Only trained and authorized personnel may operate watercraft. <br />• Prior to operating small watercraft, personnel involved shall inform the Project <br />Manager/Supervisor of: <br />o Type of watercraft being utilized; <br />o Personnel/number of people on board; <br />o Activities to be performed; <br />o Expected time of departure, route and time of return; and <br />o Means of communication. <br />• The maximum number of personnel on board any watercraft shall not exceed <br />manufacturer's recommendation, either for the number of persons or the maximum <br />gross weight of passengers and cargo. <br />• Motorboats must be equipped with automatic kill (dead man) switches. <br />• Kill switch attachment mechanism (hooks, lanyards) must be appropriately <br />attached to the operator as specified per the manufacturer. <br />• Personnel must obey all USCG and other applicable laws, regulations and <br />requirements for the body of water upon which work is to be performed. <br />• Operators must inspect all watercraft prior to launch. Any defects, leaks, or <br />damaged or inoperable safety equipment or critical components shall be either <br />repaired or replaced prior to use.
