F <br />3.27.7 In -Water Operations <br />When physically entering the water to perform work, with the exception of diving <br />operations, the following procedures must be employed: <br />• Personnel shall wear a USCG -approved PFD. <br />• Personnel must inspect all safety and protective equipment prior to use, including <br />PFDs, harnesses, retrieval lines, etc. <br />• An on -shore attendant shall be present at all times. <br />• Attendants shall have ready access to rescue and retrieval devices. <br />• All in -water clothing, equipment, and accessories shall be inspected by the user <br />prior to deploying. At no time shall defective waterproof clothing (i.e., hip/chest <br />waders) be used. <br />• When work is performed in waters where current exists, a rescue line and harness <br />shall be attached to the in -water employee to aid in retrieval, should an emergency <br />occur. <br />• Retrieval lines must be secured to a substantial object, such as a large tree or pier. <br />3.27.8 Over Water Transportation <br />In some cases, Kleinfelder personnel will be required to travel or shuttle by boat to get to <br />a job site, whether on land or over water, as on a barge. The following elements must be <br />observed and specified in the HASP: <br />• Personnel operating the shuttle to and from the destination will have completed an <br />approved boating safety course. The approval must be by an entity such as the <br />National Association of Boating Law Administrators and recognized by the USCG. <br />• All passengers will remain seated in the boat and wear PFDs. <br />• There shall be adequate access from the shuttle to the barge to make the transition <br />safely. <br />• The operator must inspect the shuttle boat daily. <br />• It may be necessary to provide an emergency craft in the event of shuttle boat <br />failure. <br />3.28 HAZARDOUS WASTE/EMERGENCY RESPONSE OPERATIONS <br />3.28.1 Purpose <br />This policy outlines the general requirements for Kleinfelder personnel and/or <br />subcontractors who engage or may engage in activities that are governed by the <br />regulatory requirements of 29 CFR 1910.120 -Hazardous Waste and Emergency <br />Response Operations.
