BACKGROUND <br /> Property owners are often innocent victims of laboratory hazards due to the condition of <br /> properties following the discontinued operation of clandestine laboratories. Tudividual property <br /> conditions may vary significantly, based on the extent of operation (!,-torage of chemicals only <br /> versus actual_taanufacture), side of operation, chemical handling dtrring.,p=e:,Siug.and.mtuze of ... <br /> chemical waste disposal (sewer, open burning, burial, and/or illegal durLping). Because of these <br /> and other variables, assessed properties may be found to range from slightly to significantly <br /> contaminated. <br /> At your-request,-BSS, Inc. performed an inve,tigation of the earlier refs-renced site. The purpose <br /> of this inspection was to visually assess and collect samples from the site in regards to possible <br /> clandestine laboratory activities. <br /> Background information regarding the site was lirnhed. The unit in question had been postcd by <br /> the San.Joaquin County Euviurownental health Department. Worrmition provided by the property <br /> owner indicated that chemicals consistent with clandestine activities were discovered and removed <br /> from the site. A sampling protocol was developed based on site ianspectiow;and,observations. <br /> II_ SCOPE <br /> At your request, Euvironnaeutal Science Senlces, Inc. (ESS, Inc.) was reteied to conduct a <br /> chemical contamination assessment of the subject site. The property is .located in a rural <br /> agricultural and residential area of Mauteca, CA_ The purpose of this as,;ns 5n ent was to identify if <br /> contamination consistent with clandestine laboratory activities exists on the site. The areas in <br /> question included the entire dwelling and the two compartment septic holding tank. The following <br /> tasks were included in the assessment: <br /> • Research and develop limited background iuformatiou via contact with the property <br /> owner. <br /> • Develop a site inspection and sampi g strategy. <br /> • Conduct a site inspection including collection of surface wipa,, bulk material and liquid <br /> samples. <br /> • Perform laboratory analysis (third party independent labmatory) and evacuate <br /> analytical results. <br /> * Prepare a report of findings and recommendations includn�g sample results and <br /> evaluation of property condition- <br /> ESS ProjW 2003294-1 <br /> edge 2 <br />
