PURPOSE: <br /> An inspection was conducted at Earth Grains due to a complaint <br /> (#90-1389) received from Mr. Dennis Fields, Office of Emergency <br /> Services. This complaint concerned two hazardous conditions Mr. <br /> Fields found during a routine business license inspection (AB- <br /> 2185) . The hazardous conditions were reported as follows: (1) <br /> spill of acid liquid with a pH=1 and (2) waste oil contaminated <br /> water entering an adjacent ditch. <br /> II. INVESTIGATION: <br /> 11: 50 A.M. July 27, 1990 <br /> I arrived at Earth Grains and was met by Dennis Fields, O. E. S. , who <br /> introduced me to a Chuck Hufstetler. Mr Hufstetler identified <br /> himself with a business card as Vice President and General Manager. <br /> Also present were Sam Martinez, Lynn Wright, and Steve Edgar, Earth <br /> Grains employees. <br /> With introductions completed, Chuck Hufstetler lead Mr. Fields and <br /> I outside through the asphalt yard area to the south side of the <br /> plant towards the drainage ditch. On the way, we passed several <br /> trucks parked on the south side of the plant. Mr. Fields stated <br /> this was the area where underground storage tanks were located and <br /> trucks were fueled. Also visible under the trucks was an oil/water <br /> separator sump.
