�L �1 <br /> 1 contaminated water in a ditch adjacent to the facility. <br /> 2 3 . I arrived at the Earthgrain facility and was met by <br /> 3 Mr. Fields. He introduced me to a Chuck Hufstetler, Vice <br /> 4 President and General Manger of Earthgrain. Also present were <br /> 5 Sam Martinez, Lynn Wright, and Steve Edgar, Earthgrain <br /> 6 employees. <br /> 7 4 . With introductions completed, Mr. Hufstetler lead Mr. <br /> 8 Fields and I outside through the asphalt yard area to the south <br /> 9 side of the plant towards the drainage ditch. On the way, we <br /> 10 passed several trucks parked on the south side of the plant. <br /> 11 Mr. Fields stated this was the area where underground storage <br /> 12 tanks were located and trucks were fueled. Visible under the <br /> 13 trucks was an oil/water separator sump. I inquired of Mr. <br /> 14 Hufstetler if he did any steam cleaning of trucks at this <br /> 15 location. Mr. Hufstetler stated they did not service trucks at <br /> 16 this location. The tour continued to the drainage ditch. <br /> 17 5. The drainage ditch was located on the south side of <br /> 18 the property outside of the perimeter fence, which surrounds the <br /> 19 entire property. Access to the ditch is gained through a locked <br /> 20 gate. The locked gate was opened by an Earthgrain employee. It <br /> 21 was noted at the head of the ditch there was an open cement <br /> 22 cistern approximately two (2) feet across. A dark black liquid <br /> 23 was visible inside the cistern. On both sides of the cement <br /> 24 cistern, the weeds were covered with a black oily substance, <br /> 25 which smelled like waste oil. <br /> 26 6. When asked if he knew about any waste being released <br /> 27 to this area, Mr. Hufstetler denied knowing anything about the <br /> 28 ditch and the apparent contamination. <br /> 2 <br />
