We followed the hose to a wet, green spot in the <br /> 3 otherwise dry field to find a large black and oily puddle of <br /> 4 water at the end of the hose (see photographs 3 , 4 and 5) . It <br /> 5 appeared that the cistern waste had been pumped into the field. <br /> 6 I informed Mr. Martinez that this was an improper and illegal <br /> 7 manner in which to dispose of the contamination from the cistern <br /> 8 and issued a second cease and desist order. <br /> 9 18 . I have reviewed the analysis of five samples of the <br /> 10 cistern and the puddle at the end of the hose taken by Warden <br /> 11 DeAnda on November 27, 1990, and detailed in his report. All <br /> 12 five samples were positive for hydrocarbons, consistent with our <br /> 13 earlier observations that used oil of some type had been <br /> 14 disposed of in the cistern and drainage ditch. I have also <br /> 15 reviewed a work plan submitted by Ground Water Technology, Inc. <br /> 16 on behalf of CAMPBELL TAGGART, INC. which indicates that <br /> 17 preliminary soil samples collected from the cistern revealed <br /> 18 180, 000 parts per million light motor oil range hydrocarbons. <br /> 19 19. In order to provide proper oversight of the site <br /> 20 assessment and cleanup of the contamination at the <br /> 21 RAINBOW/EARTHGRAIN facility, such oversight should be provided <br /> 22 by the California Department of Health Services, Site Mitigation <br /> 23 <br /> 24 <br /> 25 <br /> 26 <br /> 27 <br /> 28 <br /> 5 <br />
