PURPOSE: <br /> An inspection was conducted at Earth Grains Bakery due to complaint#90-2155 received November <br /> 27,1990,from Dennis De Anda,California Department of Fish and Game. The complaint concerned <br /> the discharge of potentially hazardous wastes onto the ground by Earth Grains. <br /> 11. INVESTIGATION <br /> November 27, 1990 @ 3:30 p.m. <br /> I arrived on site and was met by Steve Edgar, Plant Engineer and Sam Martinez, Sanitation <br /> Superintendent. Mr. Edgar and Mr. Martinez escorted me through the asphalt parking area to the <br /> south side of the plant towards the drainage ditch. Upon arrival at the fence separating Earth Grains <br /> from the surrounding field, I met Dennis De Anda, Larry Williams and Rhonda Archbold. <br /> I passed through the open access gate and proceeded to the east end of the ditch to photograph the <br /> cistern, the attached blue two inch drainage hose, and the waste contamination in the ditch. (see <br /> attached photographs) <br /> Larry Williams asked me, "Is this the contamination you saw before?" I replied "yes". I had <br /> documented this contamination during a previous inspection on July 27, 1990. (see inspection report <br /> dated August 8, 1990). <br /> I then was accompanied by Mr. Martinez and Mr. Edgar, Dennis De Anda, Rhonda Archbold, Larry <br /> Williams,as I followed the two inch blue hose in a northwesterly direction to a large,black and oily <br /> puddle formed where the hose drained onto the field behind the Earth Grains building. <br /> Rhonda Archbold waded into the sludge puddle to obtain a sample in a plastic quart jar. <br /> A Division of San Joaquin County Health Care Services 40 <br />
