•
Mr. Lon Kitagawa
ROV - Parsons of Californaia
September 22, 1989
Page 2
label the hazardous waste barrels in the hazardous
waste drum storage area with the words "Hazardous
Waste". The barrels also lacked an accumulation
start date, a statement as to the composition of the
waste, a statement as to the hazardous properties of
the waste, and the name and address of the person
producing the waste.
During the inspection of the hazardous waste drum
storage area, the Department's inspector observed
that the 55 -gallon barrels as well as the smaller
hazardous waste containers lacked hazardous waste
labels.
3. Title 22, Cal. Code of Regs., Section 66508(a):
PC violated Title 22, Cal. Code of Regs., Section
66508(x) in that PC stored hazardous waste onsite for
over 90 days without a permit.
During the inspection of PC's hazardous waste drum
storage area, the Department's inspector observed
approximately sixty-four barrels of hazardous waste
inside the drum storage area, and approximately forty
barrels of hazardous waste directly outside the drum
storage area. Ms. Beatty told the inspector that no
one onsite had handled the disposal of these barrels
since the last hazardous waste coordinator left PC
approximately six years ago, until you were recently
hired.
You provided the Department's inspector with the
waste analysis data for the barrels inside the drum
storage area and told her that PC was contracting
with Van Waters and Rodgers, Inc., to have the waste
disposed.
The Department will conduct a re -inspection of Parsons of
California, Stockton in the future to verify compliance.
The issuance of this Report of Violations does not preclude the
Department from taking administrative, civil, or criminal
action as a result of the violations noted herein.
