RESPONSE TO HAZARDOUS WASTE GENERATOR INSPECTION
5/12/14
#204. Metal fines were observed in the trash in the maintenance shop, the machine
shop, and Building 5. Metal fines were observed in scrap metal recycling
containers in the machine shop. According to the supervisor of the maintenance
shop, metal fines are collected in a vacuum, then thrown in the trash. The disposal
of any hazardous waste, or the causing of the disposal, is prohibited when the
disposal is at a facility which is not permitted for hazardous waste disposal.
Immediately stop disposal of hazardous wastes at facilities not permitted for
hazardous waste disposal and ensure that all hazardous wastes are managed
according to Title 22 hazardous waste regulations. (Class 1 violation)
CORRECTIVE ACTION
A majority of the work that we do involves working with aluminum which is
non-hazardous. In areas that might generate hazardous metal fines, signs will
be posted to dispose of the metal fines into the solvent wipe/metal fines
hazardous waste containers. In the machine shop, where hazardous metals
and aluminum may be used on the drill press, a small vacuum is currently
used to clean up both. An additional vacuum will be purchased and one will
specifically be used for hazardous metals only and the other for aluminum
only.
#108. Floor sweep was observed in the trash in Building 5. A cloth containing
metal grindings was observed in a waste bin in Building 1. No hazardous waste
determination has been made for either of these wastes. Any person who generates
a waste shall determine if the waste is a hazardous waste. Immediately stop
disposal in the trash of floor sweep and metal contaminated cloths, make a
hazardous waste determination for these wastes, and manage them according to
Title 22 hazardous waste regulations.
CORRECTIVE ACTION
Floor sweep will be eliminated for general cleanup. The metal grindings on
the bleeder cloth in the waste bin in Building 1 were determined to be
aluminum. These were placed in the aluminum recycling drum in the
machine shop.
133. Tank assessments were not available on site for the Alodine tanks or the area
under the chemical rinse tanks in Building 3. A hazardous waste generator shall
obtain and keep on site a written assessment for each hazardous waste tank at the
