protection equipment, spill control equipment, and decontamination equipment,
shall be tested and maintained as necessary to assure its proper operation in time of
emergency. Immediately conduct all necessary testing and maintenance on this
equipment.
CORRECTIVE ACTION
Portable eyewash stations are being evaluated for the feasibility of being
replaced by hard-plumbed eyewash stations. In the meantime, these will be
inspected according to the manufacturer's recommendations.
603. A 15 gallon blue plastic drum of"sulfuric acid, phosphoric acid, hydrochloric
acid, chromic acid, hydrofluoric acid, barium, silver nitrate, sodium arsenite" was
observed in the laboratory satellite accumulation waste area with no accumulation
date. Two 55 gallon black steel drums of"chromium contaminated debris" were
observed in the paint shop. Hazardous waste in satellite accumulation areas must
be accumulated in containers, other than tanks, at the initial accumulation point
which is at or near the area where the waste is generated and which is under the
control of the operator of the process generating the waste. The initial date of
accumulation shall be clearly marked and visible for inspection on each container.
A generator shall not hold hazardous waste accumulated at satellite areas for more
than one year from the initial date of accumulation. A generator may accumulate
no more than 55 gallons of each group of compatible wastestreams in each satellite
accumulation area. Within three days of reaching the 55 gallon storage limit, the
generator shall mark the container holding the hazardous waste with the date the
satellite accumulation limit was reached and move it to a 90 day storage area.
Immediately begin proper handling and procedures for all satellite accumulation
hazardous waste storage areas. The laboratory waste drum was labeled and moved
to the hazardous waste storage area at the time of inspection. Immediately move
the extra drum of waste to the hazardous waste storage area for proper disposal and
ensure that all future satellite accumulation wastes are handled in accordance with
Title 22 requirements.
CORRECTIVE ACTION
The laboratory waste drum and one of the two chromium contaminated
debris drums was moved to the hazardous waste storage area and was
transported offsite on 6/5/14 on Manifest No. 000101034DAT, Line Items 3 &
5.
