• RECEIVED <br /> JUN 2 e 2u17 <br /> 9301. Facility not maintained to minimize the release of hazardous waste. ENVIRONMENTAL <br /> CORRECTIVE ACTION HEALTH DEPARTMENT <br /> The SJCEHD identified seven findings for which AASC was cited for not maintaining the <br /> facility to minimize the release of hazardous waste. The regulatory citation used by EHD to <br /> support these findings was 22 CCR §66265.31. However, the exact language used is "Facilities <br /> shall be maintained and operated to minimize the possibility of a fire, explosion, or any <br /> unplanned sudden or non-sudden release of hazardous waste or hazardous waste constituents to <br /> air,soil, or surface water which could threaten human health or the environment." None of the <br /> identified releases were to air, soil, or surface water, but we have addressed each of the seven <br /> findings. <br /> All items with the exception of the overspray in the Cleaning Center(Bldg. 3), the"pit' <br /> maintenance, and the alodine table near the chromium treatment tank have been cleaned up to the <br /> best of our ability. <br /> Cleaning Center(Bldg. 3)—A temporary barrier has been installed to prevent rinse water <br /> overspray from reaching and breaching the south wall/floor of Bldg. 3(north wall of Building 2). <br /> The affected floor areas will be cleaned and hazardous waste collected accordingly. A repair <br /> plan will be developed and implemented to prevent future breaches into Building 2. Anticipate <br /> this to be completed prior to January 1, 2018. <br /> "Pit"maintenance—The pit inspection and maintenance will now be performed at the beginning <br /> and end of 1 sc shift during weekday operation. Liquid accumulation will be removed from the pit <br /> floor at these times. The document covering pit maintenance has been updated to reflect his <br /> change. <br /> Alodine area floor stains—The floor area will be cleaned and hazardous waste collected <br /> accordingly. Technicians using this area will receive updated operating procedures and clean-up <br /> training. Only trained and authorized personnel will be allowed to use the area. Training and <br /> authorized personnel list will be documented. A process upgrade plan will be developed and <br /> implemented to prevent the future release of hazardous waste. This is anticipated to be <br /> completed by January 1, 2018. <br /> #303. Failed to maintain all communication or alarm systems, spill control, or <br /> decontamination equipment. <br /> CORRECTIVE ACTION <br /> The rolling cart and pallet were moved away from the eyewash station at the time of the <br /> inspection. <br />
