According to Mr. Kitagawa, the filters from the mold release room are vibrated until <br /> the solids fall off and accumulate on the floor. The solid is then placed in the solvent wipes drum on site. <br /> -Used oil filters are being managed as "excluded recyclable materials" but are being labeled on site as "hazardous <br /> waste"with full hazardous waste labeling. <br /> -Fluorescent dye being rinsed into an accumulation tank in the small room near the maintenance shop in Building 1. <br /> Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately stop improper <br /> disposal of these wastes, make a hazardous waste determination for the wastes listed, and manage them according <br /> the Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how these <br /> wastes were managed. <br /> This is a Class II violation. <br /> 110 CCR 66265.53 Failed to maintain a hazardous waste contingency plan onsite and submit to required agencies. <br /> Copies of the contingency plan have not been mailed to any emergency agencies. A copy of the contingency plan <br /> and all revisions shall be submitted to all local police departments, fire departments, hospitals, and State and local <br /> emergency response teams that may be called upon to provide emergency services. Immediately submit revised <br /> copies of the contingency plan to all required agencies. <br /> This is a Class II violation. <br /> 111 CCR 66265.54 Contingency plan not current. <br /> The contingency plan on site included evacuation contact information for C. Alvarez; according to Mr. Kitagawa, she <br /> has not been with the company in approximately a year. The contingency plan shall be reviewed and immediately <br /> amended, if necessary, whenever: <br /> -applicable regulations are revised; <br /> -the plan fails in an emergency; <br /> -facility changes in design, construction, operation, maintenance, or other circumstances that increases the <br /> potential for fires, explosions, releases of hazardous waste, or changes the response necessary in an emergency; <br /> -the list of emergency coordinators changes; or <br /> -the list of emergency equipment changes. <br /> Immediately amend the contingency plan, and submit a copy to the EHD for review. <br /> This is a Class II violation. <br /> Page 4 of 10 <br />
