It <br /> does not cover inspection procedures, hazardous waste handling during procedures such as vacuuming of liquids <br /> from the plastic sheets used for catch-containment over the acid dip tanks, chemical protective suits and booties, or <br /> routine squeegeeing of the cleaning center pit. During the inspection of Building 3, a site employee, Bob Kennedy, <br /> was observed waiting to pump from the acid rinse tanks. During a discussion on required PPE for workers walking <br /> and working on the grating between the acid tanks, it was noted by the inspector that Mr. Kennedy was wearing only <br /> a chemical resistant lab-coat style jacket over street clothing. Mr. Hansen stated that this may be the appropriate <br /> PPE for the task being conducted. Shortly after, it was noted by the inspectors that Mr. Kennedy had changed <br /> clothes into chemical resistant booties, a chemical resistant suit, and a respirator. Mr. Kitagawa stated that the <br /> training did not describe the appropriate PPE to be used for this task. Personnel who handle hazardous waste shall <br /> be trained within six months of assignment and take part in an annual review of the initial training received. At a <br /> minimum, the training program shall be designed to ensure that facility personnel are able to respond effectively to <br /> emergencies by familiarizing them with emergency procedures, emergency equipment, and emergency systems, <br /> including where applicable: <br /> 1. procedures for using, inspecting, repairing, and replacing facility emergency and monitoring equipment; <br /> 2. key parameters for automatic waste feed cutoff systems; <br /> 3. communications or alarm systems; <br /> 4. response to fires or explosions; <br /> 5. response to ground-water contamination incidents; and <br /> 6. shutdown of operations. <br /> The training program shall include instruction which teaches facility personnel hazardous waste management <br /> procedures relevant to the positions in which they are employed. Immediately provide employees with initial or <br /> refresher hazardous waste training covering all necessary topis. Submit a copy of the roster and the syllabus to the <br /> EHD. <br /> This is a Class II violation. <br /> Page 5 of 10 <br />
