San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax:(209)468-3433 Web:www.sigov.org/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Gonzalez auto repair 820 S CALIFORNIA ST, Stockton April 18, 2016 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II, or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste. <br /> -A 55 gallon gray steel drum of used antifreeze was observed with the contents painted on the drum and a blank <br /> hazardous waste label. <br /> -A 55 gallon black steel drum of used oil was observed with the contents painted on the drum and a blank hazardous <br /> waste label. <br /> -A 55 gallon drum approximately 1/4 full of used oil was observed labeled as used oil filters, with no hazardous waste <br /> labeling. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> - name and address of generator <br /> - hazardous properties (ignitable, corrosive, reactive, toxic) <br /> -physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. <br /> This is a minor violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Bills of lading for the recycling of used oil filters for the last three years were not found on site. A copy of each bill of <br /> lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br /> for the last three years, maintain them on site, and submit copies to the EHD. <br /> -A 55 gallon drum of used oil filters was observed with no lid and no accumulation start date marked. The drum was <br /> approximately 1/4/full of used oil. <br /> -Used oil filters were observed accumulating on a grate resting over the top of the metal secondary containment for <br /> the used oil drum. According to Mr. Gonzalez, they place the filters here to drain, but have not been transferring <br /> them to the used filter drum. <br /> Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as"drained used oil <br /> filters," and marked with an accumulation start date. Immediately drain all the used oil filters, place in properly closed <br /> containers, and mark with the accumulation start date, and ensure that all used oil filters are managed in this way. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by May 18, 2016. <br /> **Mr. Gonzalez stated that he opened this business in either May or June 2015. <br /> Page 6 of 7 <br />
