The purpose of this project was to
develop a characteristic profile to guide United States Postal Service (USPS) management and
disposal actions for this waste stream. A summary of the work performed, sample results, and
recommendations,are presented below.
SAMPLE COLLECTION
Ms. Carmen Goodell, Project Scientist from AECOM's Oakland,California office, visited the VMF
to perform the required waste stream sampling on May 7,2014.
Sampling personnel used laboratory-provided sample containers to scoop a representative sample of
the brake grindings from a drum stored in the maintenance area. The sample container was labeled,
packed in a cooler with ice, and shipped to the Test America Sacramento laboratory. Test America
is approved under the California EPA Region 9 State Program.
The following analyses were performed for brake grinding sample:
• Toxicity Characteristic Leaching Procedure (TCLP) for Metals (arsenic, barium, cadmium,
chromium, lead, mercury,selenium,silver)by SW-846 Method 6010/7471
• Particle size analysis by ASTM D422
• California Waste Extraction Test (WET) as required by California Code of Regulations
(CCR) Title 22 Div. 4.5, Ch.II Appendix II, for Metals (antimony, arsenic, barium,
beryllium, cadmium, chromium, cobalt, copper, lead, mercury, molybdenum, nickel,
selenium,silver,thallium, vanadium, and zinc
• Acute aquatic toxicity (fish bioassay)by CCR Title 22 96-hour Fathead Minnow Hazardous
Waste Screening Bioassay
Test America subcontracted the fish bioassay analysis to Aquatic Testing Laboratories in Ventura,
California.
SAMPLE CHARACTERIZATION
Analytical results were evaluated to consider the following potential waste designations:
\\ussdos0l\data\group\483083-Q-0351_DFR\01-Task Order
Proposals\00-ACTIVE PROJECTSM321040-Brake Grind HW
CharacterizationV.0 Deliverables\Stockton brake grindings report.docx
