AECOM 2 <br /> 1. RCRA hazardous waste—performing a TCLP extraction and comparing analytical results <br /> to TCLP criteria(40 CFR 261.24). <br /> 2. California hazardous waste — comparing WET analytical results to California Soluble <br /> Threshold Limit Concentration (STLC) criteria (CCR Title 22, Chapter 11), and fish <br /> bioassay results to CCR Title 22. In accordance with California Administrative Code Title <br /> 22,66696, samples with lethal concentration 50(LC50)values less than 500 milligrams per <br /> liter(mg/L)are designated California hazardous waste. An LC50 value is the concentration <br /> of a material in water that will kill 50% of the test subjects (fish, for example pimephales <br /> promelas)when administered as a single exposure over 96 hours. <br /> 3. Scrap metal — California Department of Toxic Substance Control (DTSC) guidance for <br /> brake rotor and drum resurfacing wastes(dusts/fines/powders)states that resurfacing wastes <br /> containing particles less than 0.004 inches(100 micrometers) in size are not scrap metal and <br /> must be managed as hazardous waste (if hazardous). Personal communication with Jessie <br /> Schnell from DTSC guidance is included as Attachment 1. <br /> 4. Non-hazardous waste <br /> Analysis results of brake grindings from the Stockton VMF did not exceed TCLP criteria, as shown <br /> in Table 1.However,the sample analysis results did exceed the California criterion for chromium(5 <br /> mg/L)as shown in Table 2. <br /> Particle size analysis of the sample showed a percentage of fines at 9.9%, which did not meet the <br /> DTSC criteria for scrap metal designation. <br /> The sample passed the fish bioassay test: LC50 was greater 750 mg/L.
