Two 55 -gallon steel containers of waste oil, located in the western portion of the shop adjacent to <br />parts washer, were observed with some oily liquid pooling on top of the drum tops. Facilities shall be <br />maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to <br />air, soil, or surface water which could threaten human health or the environment. Immediately clean the <br />oily liquid from these waste drums, and manage it according to Title 22 hazardous waste regulations. <br />Submit a statement and supporting documentation explaining how this waste was managed by May 22, <br />2014. <br />305. A spill pallet located beneath the waste oil containers, referenced in violation 301, was observed <br />with standing liquid and debris at the bottom. All facility communications and alarm systems, fire <br />protection equipment, spill control equipment, and decontamination equipment, shall be tested and <br />maintained as necessary to assure its proper operation in time of emergency. Spill containment shall be <br />maintained clean and dry at all times so as to detect a leak at the earliest opportunity. Immediately <br />remove and properly dispose of all hazardous waste from spill containment according to Title 22 <br />hazardous waste regulations, and maintain all spill containment clean and dry at all times. Submit a <br />statement and supporting documentation explaining how this waste was managed by May 22, 2014. <br />404. Two 55 -gallon steel containers of waste oil, referenced in violations 301 and 305, were observed as <br />open. Furthermore, several plastic containers with cut -open tops and containing oily liquids were <br />observed on top of the aforementioned 55 -gallon containers. All hazardous waste containers shall be <br />closed at all times except when adding or removing waste. Immediately close these containers and <br />ensure all hazardous waste containers are closed when not adding or removing waste. Immediately <br />dispose of all cut open hazardous waste containers located on top of the 55 -gallon drums according to <br />Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how <br />these wastes were managed by May 22, 2014. <br />407. Twelve white 55 -gallon poly containers, which previously held hazardous materials were observed <br />outside, east of the site building. Containers larger than five gallons that previously held a hazardous <br />materials shall be marked with the date they were emptied and managed within one year of being <br />emptied.
