SAN JOAQUIN COUNTY ENVIRONMENTAL HEALTH DEPARTMENT 600 East Main Street, Stockton, California 95202-3029 Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sigov.org/ehd/unitiii.htmi CONTINUATION FORM -FP-age-3 of 4 OFFICIAL INSPECTION REPORT Date: 08/13/10 Facility Address: 3932 Budweiser Ct., Stockton Program: HW SUMMARY OF VIOLATIONS CLASS I, CLASS II, or MINOR -Notice to Comply) This is a report of the routine Hazardous Waste (HW) inspection conducted at the referenced facility by San Joaquin County Environmental Health Department (EHD). The facility has replaced the previous business, Penske Truck Leasing, at the referenced address since December 2009. The facility was unable to provide a copy of the HW disposal receipts during this inspection. Since the facility functions in similar capacity as the previous business Penske for the current property owner, Delta Sierra, the facility shall continue be considered as a large quantity generator generating at 5<25 tons of HW per year. The following violations are Minor - Notice to Comply: 8,14,23,44,60,63 8. No active EPA number at the facility. -- A generator shall not store, dispose of, transport or offer for transportation HW without having received an active EPA number. * Submit an active EPA number to EHD. A copy of the EPA number application form has been supplied during this inspection. 14. Spill control and decontamination equipment not available. -- Facility shall be equipped with portable fire extinguishers, fire control equipment, spill control equipment, and decontamination equipment for release of HW. * Immediately provide spill control and decontamination equipment, and submit evidence of correction to EHD. 23. Observed 26 used oil filters not stored in properly labelled and close containers -- Drained used oil filters shall be accumulated, stored, and transferred in a close rainproof container that is properly labeled with the words "drained used oil filters' and the initial date of accumulation, and managed within one year of storage. A copy of the used oil filters disposal receipts shall be retained on site for at least 3 years available for inspection. * Immediately dispose of the above drained oil filters in accordance to CCR Title 22. Begin managing all future drained used oil filter containers as described above. Submit a copy of the disposal receipt, and evidence of correction to EHD. 44. Failed to prepare contingency plan -- Each owner or operator shall have a contingency plan for the facility designed to minimize hazards to human health or the environment from any sudden or non -sudden release of HW. * Prepare a HW contingency plan. Submit a copy to EHD, and retain a copy at the facility available for inspection. A blank HW contingency plan form has been provided. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE ($122).
