The facility has replaced the previous <br />business, Penske Truck Leasing, at the referenced address since December 2009. The facility was <br />unable to provide a copy of the HW disposal receipts during this inspection. Since the facility functions <br />in similar capacity as the previous business Penske for the current property owner, Delta Sierra, the <br />facility shall continue be considered as a large quantity generator generating at 5<25 tons of HW per <br />year. The following violations are Minor - Notice to Comply: 8,14,23,44,60,63 <br />8. No active EPA number at the facility. <br />-- A generator shall not store, dispose of, transport or offer for transportation HW without having <br />received an active EPA number. <br />* Submit an active EPA number to EHD. A copy of the EPA number application form has been <br />supplied during this inspection. <br />14. Spill control and decontamination equipment not available. <br />-- Facility shall be equipped with portable fire extinguishers, fire control equipment, spill control <br />equipment, and decontamination equipment for release of HW. <br />* Immediately provide spill control and decontamination equipment, and submit evidence of <br />correction to EHD. <br />23. Observed 26 used oil filters not stored in properly labelled and close containers <br />-- Drained used oil filters shall be accumulated, stored, and transferred in a close rainproof container <br />that is properly labeled with the words "drained used oil filters' and the initial date of accumulation, and <br />managed within one year of storage. A copy of the used oil filters disposal receipts shall be retained on <br />site for at least 3 years available for inspection. <br />* Immediately dispose of the above drained oil filters in accordance to CCR Title 22. Begin managing <br />all future drained used oil filter containers as described above. Submit a copy of the disposal receipt, <br />and evidence of correction to EHD. <br />44. Failed to prepare contingency plan <br />-- Each owner or operator shall have a contingency plan for the facility designed to minimize hazards to <br />human health or the environment from any sudden or non -sudden release of HW. <br />* Prepare a HW contingency plan. Submit a copy to EHD, and retain a copy at the facility available <br />for inspection. A blank HW contingency plan form has been provided. <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE ($122). <br />THIS FACILITY IS SUBJECT TO REINSPECTION ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Ins dor: r <br />Receive By: <br />Title: <br />EHD 23-02-003 R 8/10/10 CONTINUATION FORM <br />
