V. GENERAL DESCRIPTION OF FACILITY:
ASCO/Delta is located at 705 N. Carlton Avenue, Stockton, CA. This company
was originally known as Delta Switchboard Company which started during the
1940's to manufacture power panels for the shops building industry in
California. RTE Corporation purchased Delta Switchboard in 1977, and
subsequently sold the stock to it's employees.
The company was renamed Delta Controls. In 1986, Delta Controls combined
forces with the Automatic Switch Company and it is now known as
ASCO/DELTA.
The manufacturing facility utilized over 4.4 acres with 50,000 square feet of
shop working area, and 8000 square feet of office space.
Products manufactured vary from generator controls to lad interrupter
switchgears.
VI. HAZARDOUS WASTE ACTIVITY DESCRIPTION:
The waste stream is comprised of approximately 22% solid and 78% liquids.
In 1991 , approximately 6,050 lbs. of waste flammable liquid and 2,090 lbs. of
hazardous waste solid (empty crushed containers less than 30 gallons) were
hauled to Chemical Waste Management at Kettleman City, CA.
The total tonnage in 1991 was approximately 4.07 tons. The projected
tonnage to be removed 1992 will be approximately 4.0 tons as per Mr. Estes
calculations.
It is now projected that the facility will generate less than 5 tons of hazardous
waste per year as per Mr. Estes. As a result, this facility will be reclassified as
a small hazardous waste generator (producing less than 5 tons per year) and
will be included in our small hazardous waste generator inventory.
VII. VIOLATIONS:
At the time of inspection no violations were observed.
V111. OBSERVATIONS:
I arrived at ASCO/Delta at approximately 1300 hours. I identified myself and
asked to speak to the appropriate hazardous waste management person.
I met with Mr. Alan Estes at the main office and explained the purpose of my
visit. Mr. Estes and I reviewed the relevant documents, including hazardous
waste manifests, waste stream profiles, contingency plan, and training records.
