in groundwater, their concentrations are below State and Federal regulatory <br /> standards and are not considered a threat to human health or the environment. <br /> • AOC-2 was a temporary on-site storage area. A housekeeping activity was <br /> conducted by staff of Elegant Surfaces following an October 2012 property <br /> inspection by DTSC. Waste media removed from the Site (approximately 220 <br /> gallons) was transported to the Evergreen Oil recycling center under manifest <br /> number 009940094. AGE recommended that petroleum and chemicals storage <br /> from current Site operations be conducted in accordance with applicable handling <br /> and disposal practices required by Health and Safety Code. Any workers required to <br /> manage hazardous waste or materials, should receive proper protective equipment <br /> training and hazardous waste training for the safe and appropriate handling of the <br /> media. Storage of hazardous waste or materials should be properly managed by <br /> property tenants and owners to comply with the Health and Safety Code. <br /> • AOC-1 were the three on-site monitoring wells. Three ground water monitoring wells <br /> (MW-1, MW-2 and MW-3) were installed at the Site in the early 1990s, as part of a <br /> subsurface investigation. The wells were reportedly sampled semi-annually as part <br /> of a secondary containment monitoring system, until approximately 1999. The <br /> results of groundwater samples collected from the three wells in August 2012, <br /> discussed above, demonstrate that no significant impact to groundwater up-gradient, <br /> down-gradient or immediately adjacent to the former SWMUs has occurred. Since <br /> the samples collected from the wells are non-detectable for contaminants, AGE <br /> recommended that the wells be destroyed in accordance with the San Joaquin <br /> County Well Standards document (San Joaquin County Ordinance Code Section 9- <br /> 1115.6, amended 08 May 1993, Standards For Well Construction And Destruction In <br /> San Joaquin County, dated February 2005) following close of the 30-day public <br /> review and comment period. Following completion of the 30-day public review and <br /> comment period, the three monitoring wells were destroyed on March 13, 2013 <br /> under permit and oversight by the SJCEHD. Final inspection and approval was <br /> provided by SJCEHD on March 18, 2013. <br /> • A human health risk assessment is not considered necessary as no significant <br /> concentrations of constituents of concern were identified in soil or groundwater <br /> samples. <br /> The Phase I/RFA and Closure Report shows that the past activities involving the identified <br /> SWMUs and the AOCs did not adversely impact the environment. Based on the <br /> information presented by AGE in the draft Report dated December 10, 2012, DTSC is <br /> proposing a "Corrective Action Complete Determination" for the property located at <br /> 551/555 Carnegie Street, Manteca, California following a 30-day public review and <br /> comment period, and following response to any comments received, and provided no new <br /> concerns are raised that would require additional site investigation. <br /> 6. CALIFORNIA ENVIRONMENTAL QUALITY ACT <br /> To comply with the California Environmental Quality Act (CEQA), DTSC has determined <br /> with certainty that there is no possibility that the activities in question may have a <br /> Statement of Basis for Former Advanced Interconnect Technologies, Inc.
