in groundwater, their concentrations are below State and Federal regulatory
standards and are not considered a threat to human health or the environment.
• AOC-2 was a temporary on-site storage area. A housekeeping activity was
conducted by staff of Elegant Surfaces following an October 2012 property
inspection by DTSC. Waste media removed from the Site (approximately 220
gallons) was transported to the Evergreen Oil recycling center under manifest
number 009940094. AGE recommended that petroleum and chemicals storage
from current Site operations be conducted in accordance with applicable handling
and disposal practices required by Health and Safety Code. Any workers required to
manage hazardous waste or materials, should receive proper protective equipment
training and hazardous waste training for the safe and appropriate handling of the
media. Storage of hazardous waste or materials should be properly managed by
property tenants and owners to comply with the Health and Safety Code.
• AOC-1 were the three on-site monitoring wells. Three ground water monitoring wells
(MW-1, MW-2 and MW-3) were installed at the Site in the early 1990s, as part of a
subsurface investigation. The wells were reportedly sampled semi-annually as part
of a secondary containment monitoring system, until approximately 1999. The
results of groundwater samples collected from the three wells in August 2012,
discussed above, demonstrate that no significant impact to groundwater up-gradient,
down-gradient or immediately adjacent to the former SWMUs has occurred. Since
the samples collected from the wells are non-detectable for contaminants, AGE
recommended that the wells be destroyed in accordance with the San Joaquin
County Well Standards document (San Joaquin County Ordinance Code Section 9-
1115.6, amended 08 May 1993, Standards For Well Construction And Destruction In
San Joaquin County, dated February 2005) following close of the 30-day public
review and comment period. Following completion of the 30-day public review and
comment period, the three monitoring wells were destroyed on March 13, 2013
under permit and oversight by the SJCEHD. Final inspection and approval was
provided by SJCEHD on March 18, 2013.
• A human health risk assessment is not considered necessary as no significant
concentrations of constituents of concern were identified in soil or groundwater
samples.
The Phase I/RFA and Closure Report shows that the past activities involving the identified
SWMUs and the AOCs did not adversely impact the environment. Based on the
information presented by AGE in the draft Report dated December 10, 2012, DTSC is
proposing a "Corrective Action Complete Determination" for the property located at
551/555 Carnegie Street, Manteca, California following a 30-day public review and
comment period, and following response to any comments received, and provided no new
concerns are raised that would require additional site investigation.
6. CALIFORNIA ENVIRONMENTAL QUALITY ACT
To comply with the California Environmental Quality Act (CEQA), DTSC has determined
with certainty that there is no possibility that the activities in question may have a
Statement of Basis for Former Advanced Interconnect Technologies, Inc.
