The City inspected the site to evaluate compliance with the <br /> State of California NPDES General Permit for Storm Water Discharges Associated with Municipal Separate <br /> Storm Sewer Systems, NPDES No. CAS000004, Order No. 2003-0005-DWQ (General Permit). Sediment <br /> laden discharge was flowing into the storm drain inlet in the back parking lot of the facility. Doug Howe, a <br /> facility supervisor, was notified to cease the discharge immediately. Pictures are attached for your records. <br /> In response to this Notice of Violation (NOV),we expect you to take the following corrective actions: <br /> 1. Immediately cease discharge of sediment-laden water into the storm drain system. <br /> 2. Repair and correct the filtration system so sediment-laden discharge cannot spill into the storm <br /> drain system. Discharges from industrial processes are not allowed into the storm drain <br /> system. If you have discharges you will need to obtain an industrial discharge permit to <br /> discharge into the sewer system. Contact Keith Conarroe, Associate Civil Engineer, Public <br /> Works Department, at 239-2577. <br /> 3. Clean all storm drain lines that have an accumulation of sediment. The cleaning process shall <br /> be completed by November 6, 2003. City of Manteca Construction Inspector George Ground <br /> will provide you with the line segments that need to be cleaned, and will monitor the cleaning <br /> process. The lines will need to be cleaned with a jet vactor system, and all captured fluids shall <br /> be discharged of properly. Television inspection of the lines may be required to verify removal <br /> of the sediments. George can be reached at 639-5965. <br />
