This facility collects electronic waste, which is collected and stored in metal dumpsters in a manner that does not protect against breakage and damage. A generator shall manage electronic devices in a way that prevents releases of any universal waste or component to the environment under reasonably foreseeable conditions. Electronic devices should be contained in a manner that prevents breakage and release of components to the environment. If a container is used, it shall prevent leakage, spillage, or damage that could cause leakage. Immediately begin managing these waste electronic devices in accordance with Title 22 regulations and ensure that all waste electronic devices are managed this way in the future. 85. Copies of universal waste disposal records were not found on site. A generator of universal waste shall keep a record of each shipment of universal waste on site for at least three years. The record may take the form of a log, invoice, manifest, bill of lading, or other shipping document, and shall include the following- - Name & address of destination facility - Quantity & type of universal waste - Date of departure/shipment Begin this practice immediately. Complete and submit a copy of the Return to Compliance Certification to the EHD by May 21, 2011 along with a statement documenting the corrective actions that have been or will be taken for each violation and any supporting paperwork. "Facility generated 16.58 tons of hazardous waste in 2010. Note: This facility provides a curb-side collection of used oil for the city of Stockton. The volumes of curb-side waste that were identified in the disposal receipts were not included in the tonnage calculation. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122).
