Charter Way, Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> ROUTINE HAZARDOUS WASTE GENERATOR INSPECTION <br /> Class 11 violations: (7, 20, 27, 52) <br /> 7. Metal fines generated from metal grinding in the front shop are being recycled as scrap metal without <br /> first determining particle size or hazardous properties. Any person who generates a waste shall <br /> determine if the waste is a hazardous waste. Immediately stop recycling metal fines, make a hazardous <br /> waste determination for the metal grinding waste, and manage it according the Title 22 hazardous waste <br /> regulations. Particles 100 microns or smaller must be handled as hazardous waste if the metal is <br /> determined to be a hazardous waste. Submit a statement and supporting documentation explaining how <br /> this waste was managed by February 3, 2011. <br /> REPEAT VIOLATION <br /> 20. An unlabeled tub of oily sludge and a 15 gallon steel drum of used oil without hazardous waste <br /> labeling were observed behind the back shop. A 5 gallon bucket labeled "dust from sandblaster" was <br /> observed without any other hazardous waste labeling in the northwest corner of the yard. A 5 gallon <br /> bucket labeled "dust from sandblaster" was observed without any other hazardous waste labeling on the <br /> west side of the back shop. Three 5 gallon buckets and a black pan were observed unlabeled in the <br /> back shop. Four 55 gallon steel drums and four 5 gallon buckets of oily sludge were observed unlabeled <br /> outside the southeast corner of the back shop. A 5 gallon bucket labeled "oil absorbant waste" was <br /> observed unlabeled behind the front shop. Three 55 gallon drums of used antifreeze were observed <br /> behind the front shop with incomplete labels: one with only the words "Hazardous Waste," one with a <br /> faded, dirty label with only contents and accumulation start date legible, and one with no accumulation <br /> start date. Two 55 gallon drums of used oil were observed without labels in the storage area west of the <br /> front shop. A tub of sandblast waste was observed unlabeled in the shop. All hazardous waste <br /> containers shall be marked with the following information: <br /> 1. the words "Hazardous Waste" <br /> 2. name and address of generator <br /> 3. hazardous properties (flammable, reactive, corrosive, toxic) <br /> 4. physical state (liquid, solid) <br /> 5. composition (contents) <br /> 6. accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required <br /> information. <br /> REPEAT VIOLATON <br /> ALL EHO STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122). <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Ins or: Received By: Title: <br /> L� �o ;krl�,:�//I cam' <br /> EHD 23-02- 3 ev 08110/10 Q �/dr-c�4z?
