Charter Way, Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,GLASS II,or MINOR-Notice to Comply) <br /> 27. An tub of oily sludge was observed without a lid behind the back shop. Three 5 gallon buckets and a <br /> black pan were observed without lids in the back shop. Four 5 gallon buckets of oily sludge were <br /> observed without lids outside the southeast corner of the back shop. A tub of sandblast waste was <br /> observed without a lid in the shop. All hazardous waste containers shall be closed at all times except <br /> when adding or removing waste. Immediately close these containers and ensure all hazardous waste <br /> containers are closed when not adding or removing waste. <br /> REPEAT VIOLATION <br /> 52. An emergency coordinator and modified contingency plan information is lacking. There must be at <br /> least one emergency coordinator on site or on call to coordinate emergency response measures, and <br /> the following information must be posted by a phone: the name and phone number of the emergency <br /> coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the <br /> phone number of the fire department, unless the facility has a direct alarm. Immediately appoint an <br /> emergency coordinator and post the required information by a phone. A form is provided that can be <br /> used for this purpose. Submit proof of correction to the EHD by February 3, 2011. <br /> REPEAT VIOLATION <br /> Notice to Comply - Minor violations (23, 25, 30, 50, 85) <br /> 23. A drained used oil filter was observed on top of the used antifreeze drums behind the front shop. A <br /> 55 gallon drum of drained used oil filters was observed in the storage area on the west side of the front <br /> shop without an accumulation start date. Bills of lading for the recycling of used oil filters for the last <br /> three years were not found on site. Used ail filters must be stored in a closed, rainproof container, <br /> labeled as "drained used oil filters," and marked with an accumulation start date. Facilities that generate <br /> up to one ton of used oil filters per year may store the filters up to one year. A copy of each bill of lading <br /> must be kept on site for at least three years. Immediately containerize the drained used oil filter and <br /> ensure that all used oil filters are managed in this way. Immediately locate a copy of all bills of lading for <br /> used oil filters for the last three years, maintain them on site, and submit copies to the EHD by February <br /> 3, 2011. Immediately recycle the filters on site greater than one year under a bill of lading and submit a <br /> copy of the bill of lading to the EHD by February 3, 2011_ <br /> 25. A cracked 5 gallon bucket labeled "dust from sandblaster" was observed in the northwest corner of <br /> the yard. If a container holding hazardous waste is not in good condition (e.g. severe rusting, apparent <br /> structural defects), or it begins to leak, the generator shall transfer the hazardous waste to a container <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE 131LLED AT THE CURRENT HOURLY RATE($122), <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector Received By.
