The
facility is used for the service and repair of farm tractors. We understand that San Joaquin
County Environmental Health Department performed a "routine hazardous waste generator
inspection" of the facility on January 3, 2011. In the Inspection report, the County noted that
metal fines generated from metal grinding in the shop were recycled as scrap metal without first
determining "particle size or hazardous properties." The report states that a hazardous waste
determination for the metal grinding waste needs to be conducted. This proposal outlines BSK's
scope of services, estimated fees, and conditions.
SCOPE OF SERVICES
BSK proposes the following services to evaluate the metal fines:
• BSK will send the client approximately 4-500mL glass jars. The Client will
collect samples of the metal grindings in the jars and then submit the samples via
overnight parcel service to BSK Associates. The laboratory anaiytical fesults
require that the samples be shipped in a cooler with packed ice. A sample pickup
could be arranged at an additional cost. The sample should be representative of
the average material produced during manufacturing. If multiple metals are used
in the manufacturing process, then submitted sample should represent the fraction
of metal use at the facility.
• The material will be analyzed for the following:
A modified ASTM test D422 using a #140 Sieve (106 microns) to
estimate the percentage of the material that would be considered "Fine
Powder" as defined in California Title 22 Regulations.
1:\40\1 I\Proposals I1\6211.EFI I Associated Tractor Service\Metals Evalution Proposal.doc
An Employee-Owned Company • Analytical Testing • Construction Observation • Ecological Services • Engineering Geology
Environmental Engineering • Geotechnical Engineering 0 Materials Testing • Water Resources
