San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.siciov.oro/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Garcha Tires & Repair 1501 W Charter Way, Stockton January 26, 2017 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS 1,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> At the time of inspection, it could not be demonstrated (not necessarily documented)that employees who handle <br /> hazardous waste were properly trained. The generator must ensure that all employees who handle hazardous waste <br /> are thoroughly familiar with proper waste handling and emergency procedures. Provide proof of training to the EHD <br /> for employees whose responsibilities include hazardous waste. <br /> This is a Class II violation. <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> Manifest number 003146421 GBF found without a signed off copy from the destination facility. Hazardous waste <br /> generators shall retain copies of all manifests signed off by the destination facility on site for three years and have <br /> them readily available for review. If the generator did not receive a copy of the manifest with the handwritten <br /> signature of the owner or operator of the facility to which the generator's waste was submitted within 60 days of the <br /> date the waste was accepted by the initial transporter, the generator shall submit a legible copy of the missing <br /> manifest,with some indication that the generator has not received confirmation of delivery. This information shall <br /> be submitted to: <br /> DTSC Report Repository <br /> Generator Information Services Section <br /> P.O. Box 806 <br /> Sacramento, CA 95812-0806 <br /> Immediately locate a copy of the missing manifests or prepare and submit the required information to DTSC. <br /> Submit to the EHD a copy of the signed off copy of the manifest or a copy of the information submitted to DTSC. <br /> This is a repeat violation, Class II. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> The following was noted at the time of inspection: <br /> 1)Oily red rags were observed on the ground in the yard under the site awning. <br /> 2)THe truck was being repaired in the outdoor area of the facility, with oily staining and oily absorbent under the <br /> truck <br /> 3) Sheen was noted on liquid in the western portion of the site behind the site structure where trucks are being <br /> routinely parked <br /> 4) Stained oily ground was observed a the entrance to the shop area and in the western portion of the site, under <br /> the building awning. <br /> 5) Metal fines were observed on and around the indoor metal grinding equipment, metal fines are being handled as <br /> hazardous waste (a 5 gallon container of metal fies was observed next to the metal grinding equipment). <br /> 6) Oily staining was noted under and in the vicinity of the hazardous waste storage containers, oily pooling was <br /> noted on the several hazardous waste containers. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment. Immediately fix all above <br /> issues, and manage all generated waste according to Title 22 hazardous waste regulations.
