San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.sjaov.ora/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Garcha Tires & Repair 1501 W Charter Way, Stockton January 26, 2017 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> The following was noted at the time of inspection: <br /> 1) One 55 gallon white container(located in the yard area)which had a yellowish oily liquid was labeled as empty on <br /> 1-25-2017 was open and had no appropriate label. <br /> 2)One 55 gallon blue container labeled as hazardous waste and located inside the hazardous waste storage area <br /> had a lid which was not closed. <br /> All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately <br /> close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. <br /> This is a repeat violation, Class II. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> The following was noted at the time of inspection: <br /> 1)One 55 gallon white container(located in the yard area)which had a yellowish liquid was labeled as empty on <br /> 1-25-2017 had no appropriate label. <br /> 2)One 5 gallon container of metal fines was lacking hazardous properties and physical state on its label. <br /> 3)One 55 gallon container of waste absorbent was lacking physical state and hazardous properties on it's label. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words "Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties <br /> -physical state <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required information. <br /> Since these containers have been on site longer than 180 days, immediately contact a licensed hazardous waste <br /> hauler to dispose of this waste under manifest and submit a copy of the manifest to the EHD. <br /> This is a repeat violation, Class II. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> One 55 gallon container of crushed filters labeled as"drained used oil filters 11-14-2016"was lacking a lid. Used oil <br /> filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as "drained used oil filters," <br /> and marked with an accumulation start date. Immediately manage all filters as required, and ensure that all used oil <br /> filters are managed in this way. <br /> This is a repeat violation, Class ll. <br /> Overall Inspection Comments: <br /> Came to the site and the site owner asked if we can come after lunch to conduct this inspection. Arrived onsite <br /> after lunch conducted a complaint C00042839 related inspection, a Notice to Abate was issued today in <br /> connection with the spilled oil and waste absorbent observed in the outdoor yard area.
