STOCKTON August 11, 2016 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> Dark, oily staining was observed throughout the facility yard. Facilities shall be maintained and operated to minimize <br /> the possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water which could threaten <br /> human health or the environment. Immediately remove all oily soil, clean all stained areas, and manage wastes <br /> generated according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation <br /> explaining how this waste was managed. <br /> This is a minor violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> A 55 gallon blue steel drum of oily absorbent was observed with no lid. All hazardous waste containers shall be <br /> closed at all times except when adding or removing waste. Immediately close this container and ensure all hazardous <br /> waste containers are closed when not adding or removing waste. <br /> This is a minor violation. <br /> 601 CCR 66262.34(d)Stored hazardous waste onsite greater than 180 days. <br /> Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste stored <br /> on site at any time may store waste on site up to 180 days. A 55 gallon blue steel drum of oily absorbent and a 55 <br /> gallon white poly drum of used antifreeze were observed in the shop with no accumulation start dates. No manifests <br /> were on site for either of these wastes. Since it cannot be determined how long the hazardous wastes have been on <br /> site, immediately contact a licensed hazardous waste hauler to dispose of these wastes under manifest. Submit a <br /> copy of the manifest(s)to the EHD within 30 days. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> The following containers were observed with incomplete labeling: <br /> -A 55 gallon blue steel drum of oily absorbent with no accumulation start date <br /> -A 55 gallon white poly drum of used antifreeze with no accumulation start date <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties (ignitable, corrosive, reactive,toxic) <br /> -physical state(liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. <br /> This is a minor violation. <br /> Page 5 of 7 <br />
