STOCKTON August 11, 2016 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> A 55 gallon red steel drum of used oil filters was observed marked only with the word"filters". Disposal records on <br /> site indicate the filters were last hauled away on 3/21/16. Used oil filters shall be drained of free-flowing oil, stored in <br /> a closed, rainproof container, labeled as"drained used oil filters,"and marked with an accumulation start date. <br /> Immediately label and date this drum and ensure that all used oil filters are managed in this way. <br /> This is a minor violation. <br /> 707 HSC 25201.16(e) Failed to manage aerosol cans in a manner that prevents the unauthorized release of waste. <br /> According to Mr. Gonzalez,waste aerosol cans are being disposed of in the scrap metal bin. Universal waste <br /> handlers shall manage aerosol cans in a manner that prevents a fire, explosion, and the unauthorized release of any <br /> universal waste to the environment. Immediately containerize all universal waste aerosol cans, and manage <br /> according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how <br /> this waste was managed. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by September 10, 2016. <br /> According to disposal records on site, this facility generated 5.64 tons of hazardous waste in 2015. The facility wil <br /> be moved to a larger permit category (5-25 tons/year). This may result in increased permit fees. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
