• Hazardous waste tank assessment. (#501)
o The hazardous waste tank assessment submitted for the four used oil and four
used antifreeze tanks, dated 10/24/11, was incomplete.
• The assessment did not include the certification statement as required in
22 CCR 66270.11(d). [22 CCR 66265.192(g)]
• The assessment referenced the manufacturer's specifications for material
thickness, but did not include the actual thickness measurements from
the tank inspection or the method used to determine the thickness. [22
CCR 66265.192(k)(2)(B)]
• The assessment did not address inspection for the presence of weld
breaks, punctures, scrapes of protective coatings, cracks, corrosion, and
other structural damage or inadequate construction or installation. [22
CCR 66265.192(b)]
• The assessment did not discuss tank tightness testing or include passing
test results. [22 CCR 66265.192(d) & (k)(10)]
• Disposal manifest for brake fluid. (#601)
o The submittal states the drum of brake fluid was "disposed of offsite." No
disposal record was included.
• Complete hazardous waste labeling. Hazardous waste containers must be marked with all of the following:
the words "hazardous waste," name and address of generator, hazardous
properties, physical state, composition (contents), accumulation start date.
o The submittal did not address hazardous waste tank labeling. Four tanks of used
oil and four tanks of used antifreeze were observed in the drain shop with only
the contents labeled. All hazardous waste tanks shall be marked with the words
"hazardous waste" and the accumulation start date.
• Used oil filter handling. (#608)
o The submittal states drums of used oil filters are "properly closed at all times."
The photo included in the Photographic Log (Photo#6) shows a drum with the lid
resting on top, but not fully closed.
If you have any questions, please call Stacy Rivera at (209) 468-3440.
Thank you,
Stacy
Senior Registered Environmental Health Specialist
Page 2 of 2
